TMR Wave 3 - Integrated Delivery Partner - Invitation for Prequalification

The Department of Transport and Main Roads (QLD) invites Applicants to participate in the Invitation for Prequalification (IFP) Process for the appointment of an Integrated Delivery Partner for Wave Stage 3.

Purpose

The purpose of this IFP is to assess each Applicant's capability, capacity and relevant experience in delivering the required services. Information provided by Applicants during this stage will be assessed to determine those that will be invited to participate in the subsequent Request for Proposal (RFP) Phase.

About

The Wave was announced as part of the 2032 Delivery Plan for the Brisbane 2032 Olympic and Paralympic Games and beyond. It will include a heavy passenger rail line from Beerwah to Birtinya (Stages 1 and 2), connecting with a metro-style service (Stage 3) to allow journeys to the Sunshine Coast Airport via Mountain Creek and Maroochydore central business district (CBD).

Completing The Wave's seamless travel experience is The Wave Stage 3 (Metro) and the Mooloolah River Interchange (MRI) Upgrade Project (Program), delivering the infrastructure required to connect Birtinya with the Sunshine Coast Airport. Together they will provide a modern, high-capacity public transport corridor while also addressing long-standing congestion, safety, and network reliability issues at one of the Sunshine Coast's most critical transport gateways.

The Wave Stage 3 (Metro) will introduce a high-frequency, high-capacity, metro-style public transport service that will support the region's rapid growth, improve connectivity between key destinations, and provide a viable alternative to private vehicle travel. The MRI upgrade is critical to the successful delivery and operation of the metro system, improving traffic flow, enhancing safety, increasing network resilience, and creating the transport capacity required to support future growth.

The high-frequency public transport corridor will serve as a transport spine, integrating with regular bus services as the region continues to expand.

Eligibility

Applicant's eligibility will be assessed on the following criteria (refer to IFP documentation for complete eligibility requirements):

• Experience providing capability partner or delivery partner services as part of an integrated owners program management team within the last five years, or delivery management capability support services as part of an integrated owners program management team within the last five years
• Experience providing delivery related services for at least two major transport or complex linear infrastructure projects or programs (at least one must be a transport infrastructure project), each valued at least A$1 Billion, within the last ten years
• Having an established office and workforce based in South-East Queensland
• Confirming financial capacity to provide IDP services for the Program
