Litter and Debris Collection in South Region – Hume Motorway Office

⁠⁠⁠Overview

Transport for NSW (TfNSW) is seeking a contractor for the collection and disposal of litter and debris within the TfNSW Hume Motorway Office (HMO) area, including the provision of traffic control to carry out the works safely.

Scope

The HMO encompasses the Hume Highway from Menangle Bridge to Albury, the Federal Highway, the Barton Highway and the Sturt Highway. For the purpose of this contract, the area is broken down into three (3) zones. A comprehensive list of locations requiring servicing is provided in Annexure A, attached to the specification.

The scope includes:

• Removal of all litter and debris within four (4) metres from the edge of the pavement on either side of the carriageway (slow lane), within three (3) metres either side of the median, and on/off ramps at interchanges
• Disposal of collected litter and/or debris to an approved/licensed facility, in accordance with the diagram in Annexure E
• Provision of traffic control, including but not limited to Truck or Trailer Mounted Attenuator (TMA), escort vehicles, signs/devices, personnel and all equipment required to perform traffic control on different road configurations, including single and multi-carriageway roads and freeways
• Provision of motor vehicles, plant, equipment and personnel to carry out the works within the required timeframes
• Collection of litter and debris on foot from verges, medians, footpaths and lined drains (including kerb and gutter); litter is not to be collected from a moving vehicle
• Physically locating/potholing utilities on site, following TfNSW's marking of utility locations, and keeping Utility Plans on site at all times

Contractor Requirements

• Compliance with the Transport for NSW Golden Safety Rules at all times
• Undertaking a Risk Assessment and providing and implementing a Safe Works Method Statement (SWMS) to TfNSW for the collection and disposal of sharp objects that may be encountered during the works
• Immediately reporting (within 30 minutes) any potentially hazardous waste materials encountered to the TfNSW Representative
• Implementation and operation of Management Systems covering quality, environment, safety, community, industrial relations, programming and records
• All personnel engaged on the works must be appropriately trained and hold the appropriate tickets
• All Contractor personnel engaged under this contract must attend Worker-on-Foot (WOF) training and carry the WOF card on site at all times. Information on training requirements is available at https://www.aapa.asn.au/training/course-registry2/safety-training-snaps-workers-on-foot/

Contract Terms and Conditions

• All costs associated with the service, including informing TfNSW of hazardous waste materials at any section of road, must be included within the rate tendered for all corresponding Pay Items. TfNSW may issue a separate work order to remove hazardous waste as a variation to this contract
