Medicare Mental Health Centre Lidcombe and Surrounding Areas - Request for Tender

⁠⁠⁠The Western Sydney Primary Health Network (WSPHN) is seeking responses from suitably qualified organisations to establish and operate a Medicare Mental Health Centre (MMHC) in Lidcombe/Auburn and surrounding areas.

The Lidcombe/Auburn MMHC will provide a highly visible, welcoming and accessible entry point into the mental health system, offering free support for people experiencing mental health concerns, distress or crisis, as well as assessment, service navigation, referral and short to medium-term episodes of care. The service must align with the Service Model for Medicare Mental Health Centres and operate in accordance with national principles and requirements.

The successful Lead Agency will manage the development, establishment and ongoing operation of the MMHC and its in-house clinical and non-clinical services and any in-reach and outreach services and referral pathways.

The Lidcombe/Auburn MMHC is expected to operate as an integrated component of the broader Western Sydney mental health system. The successful Lead Agency must demonstrate how services will complement existing mental health, alcohol and other drug, primary care, hospital, community and social support services while strengthening pathways, partnerships and consumer access across the system.

The MMHC will operate as an integrated component of the broader Western Sydney mental health system, strengthening partnerships and referral pathways across primary care, hospital services, alcohol and other drug services, community supports, multicultural organisations and other relevant sectors. Particular consideration should be given to the needs of culturally and linguistically diverse communities within the Cumberland LGA catchment.

Volume 1: Request for Tender (RFT), together with all supporting tender documentation and required attachments, is provided. Interested respondents should review the documentation in full to inform the preparation and submission of their tender response.

• Implementation Period: 4 January to 31 March 2027
• Service Commencement: 1 April 2027
