Overview
Townsville City Council (TCC) is seeking an independent Superintendent team to provide superintendency, contract administration, and quality assurance services for the Lansdown Eco-Industrial Precinct (LEIP) Raw Water Transmission Main project.
About
TCC is delivering LEIP, described as Northern Australia's first environmentally sustainable, advanced manufacturing, technology, and processing hub. LEIP is intended to fulfil the objectives of the Townsville City Deal to activate industry and export growth for the region.
A critical component of enabling works within LEIP is the delivery of reliable bulk water infrastructure. The LEIP Raw Water Transmission Main project involves the construction of a new raw water pipeline to convey water from existing supply infrastructure to the LEIP site.
The Project comprises the construction of the LEIP Raw Water Transmission Main, generally comprising approximately 15.2 kilometres of DN900 glass-reinforced polymer (GRP) raw water pipeline from the existing raw water supply infrastructure to the LEIP boundary and within the LEIP, together with associated internal reticulation works, trenchless crossings, valves, chambers, appurtenances, testing, commissioning, reinstatement and handover requirements as described in the Project Requirements and Construction Contract Documentation.
The Works form part of a broader program of LEIP enabling infrastructure and are essential to facilitating staged industrial development within the precinct. TCC has issued a public tender to procure a civil head contractor to construct these assets. The successful civil contractor will be engaged under TCC's amended AS 4000-1997 Construct Only Contract.
TCC procured the design documentation for the Works. However, the Contractor is responsible for design to the extent expressly required by the Contract, Technical Specification or Project Requirements, including temporary works, construction methodology-related design, shop drawings, installation detailing, trenchless works design or certification, and other Contractor-designed elements expressly identified in the Construction Contract Documentation.
Purpose
The purpose of this engagement is to secure an independent Superintendent team, including dedicated field verification support from Inspectors, to administer the AS4000 Construction Contract for construction-related services associated with the LEIP Raw Water Supply Scheme, specifically the raw water transmission infrastructure connecting the repurposed Haughton Raw Water Pump Station and pipeline to the new LEIP Raw Water Storage Reservoir (TCW00718, amended AS 4000-1997 contract) included in the Construction Contract Documentation. The core objective is to enforce Principal-side contractual discipline, manage witness/hold points, claim determinations, and quality verification to protect TCC from unapproved variations, project delays, or contract disputes.
Scope
The scope includes:
- Provision of an independent Superintendent team to administer the AS4000 Construction Contract for the LEIP Raw Water Transmission Main project
- Dedicated field verification support from Inspectors
- Management of witness and hold points during construction
- Determination of contractor claims
- Quality verification of construction works
