Combined HVAC Replacement - Blacktown Leisure Centre Stanhope and Max Webber Library

⁠⁠⁠Overview

Blacktown City Council is undertaking a series of HVAC renewal and upgrade projects across multiple community facilities, involving replacement of ageing HVAC infrastructure, installation of new energy-efficient equipment, enhancements to ventilation and air quality systems, upgrades to controls and Building Management System interfaces, and all necessary associated structural, mechanical and electrical works.

Scope

The scope includes:

• Part A: Blacktown Leisure Centre Stanhope (BLCS) Main Pool Hall AHU 1 and 3 refurbishment and HVAC upgrade
• Part B: Blacktown Leisure Centre Stanhope (BLCS) Function Rooms air conditioning upgrade
• Part C: Max Webber Library (MWL) chiller replacement and HVAC upgrade
• Provision of all labour, materials, plant, equipment, supervision, engineering, testing, commissioning, documentation and associated services required to deliver the works in accordance with the technical specifications, drawings and contract requirements
• Undertaking works while minimising disruption to facility operations, staff and patrons

Instructions to Tenderers

Refer to section 2.1 of the tender documents for details on each part of the works. The Council is keen to explore innovative energy efficiency initiatives incorporated into the proposed plans. Respondents are encouraged to provide detailed information in their submission, including previously completed project examples using similar technologies.

Tender Briefing and Site Inspection

A site visit will be conducted tentatively in the morning of 11 August 2026, for approximately 2.5 to 3 hours, for tours at the Blacktown Leisure Centre Stanhope and Max Webber Library, to allow contractors to understand the site environment. The site visit schedule is as follows:

• 10:00am - 11:00am: Part A - BLCS Main Pool Hall AHU 1 and 3 Refurbishment and HVAC Upgrade
• 11:00am - 12:30pm: Part B - BLCS Function Rooms Air Conditioning Upgrade
• 2:00pm - 3:30pm: Part C - Max Webber Library Chiller Replacement and HVAC Upgrade

• Required PPE: high-visibility vest, safety footwear, and safety glasses
• The site visit is not mandatory, but attendance is strongly recommended to ensure understanding of site conditions and project requirements
• Companies must register by emailing the Contact Officer, Tyler D'Silva (Tyler.dsilva@blacktown.nsw.gov.au), by noon on 7 August 2026, stating the company name, attendees' names, positions and contact numbers
• A maximum of 2 persons per company can be accommodated for safety management purposes
