Contributions Management System

⁠⁠⁠Overview

Ku-ring-gai Council is seeking to engage a suitably experienced organisation to supply, implement, and support a Contributions Management System (CA/1001).

About

Ku-ring-gai Council is a Local Government Area in the North Shore region of Sydney. The Ku-ring-gai Council area includes the suburbs of East Killara, East Lindfield, Gordon, Killara, Lindfield, North Turramurra, North Wahroonga, Pymble, Roseville (part), Roseville Chase, South Turramurra, St Ives, St Ives Chase, Turramurra, Wahroonga (part), Warrawee and West Pymble.

Purpose

The solution is required to manage the full lifecycle of development contributions and planning agreements, including the s7.11 Contributions Plan, the s7.12 Local Levy Contributions Plan, the Affordable Housing Contribution Scheme 2025, and a portfolio of Voluntary Planning Agreements.

Scope

The scope includes:

• Supply, implementation, and support of a Contributions Management System for Ku-ring-gai Council
• Management of the s7.11 Contributions Plan
• Management of the s7.12 Local Levy Contributions Plan
• Management of the Affordable Housing Contribution Scheme 2025
• Management of a portfolio of Voluntary Planning Agreements
• Delivery of the solution as Software as a Service (SaaS)
• Demonstrated integration capability with TechnologyOne

Contract Terms and Conditions

• Proposed contract structure: a 3-year licensing agreement
• Extension options: 2 x 2-year extension options

Instructions to Tenderers

Tender documents must be obtained after registration.

Completed responses can be submitted via the electronic tender box (preferred) using the attached word version of the Schedule. Respondents will receive a Successful Submission Receipt timed and dated upon completion.

Submissions can also be placed in a sealed envelope, endorsed with the tender title, number, and closing date, and placed in the Tender Box located in the foyer (level 4) of Council Chambers, 818 Pacific Highway Gordon 2072 by the nominated time and date.

The Council is not bound to accept the lowest priced Tender or all or any part of a Tender and reserves the right to conduct the Request for Tender process and select the successful respondent(s) as it sees fit. Council staff are unable to respond to verbal enquiries in relation to the Tender. Late, verbal, faxed or emailed proposals will not be accepted.
