Overview
The Department for Energy and Mining (SA) is seeking regulatory specialist services to provide advice on the economic regulation of water utilities.
Scope
The scope includes:
- Advice on best practice approaches to the economic regulation of water utilities, particularly in navigating national competition law and policy
- Preparation of a Position Paper outlining principles of economic regulation for the project, including detail on mechanisms that could govern third-party access, water pricing, independent regulation, dispute resolution, and arbitration mechanisms
- Development of a roadmap to implementation for the regulatory framework, including specific actions and recommendations for the Project's Commercial Unit, the Department for Energy and Mining, and the South Australian Government
