Tender Description

Overview

The Department of Transport and Main Roads (TMR), Central Queensland Region, is seeking Expressions of Interest (EOI) from TMR Prequalified Construction Contractors for inclusion in the Central West District program of works, comprising multiple standalone projects. Applicants may submit an EOI for one or more of the individual projects within the program, depending on their capability and interest.

Scope

The program of works comprises multiple standalone projects of varying scope, location and delivery requirements, including:

  • Hughenden-Winton Road Pavement Rehabilitation and Widening
  • Timber Bridge Replacements at the Belyando River, Clermont-Alpha Road; Windeyer Creek, Dawson Developmental Road (Springsure-Tambo); and Alpha Creek, Alpha-Tambo Road
  • Capricorn Highway Pavement Widening
  • 3-2-1 gravel stopping bay sites throughout Central West district
  • Maintenance of concrete structures throughout Central West district, including bridges, major culverts and minor culverts, with completion of Level 1 bridge inspections also potentially required

Each project may be delivered as smaller contracts and independently of each other. Applicants are not required to nominate for all projects listed above in order to be shortlisted.

Contractor Requirements

Applicants must be TMR Prequalified Construction Contractors registered under the following prequalification levels:

  • Road Contract – R1
  • Bridge Contract – B1 or B2
  • Financial Level – F5 (desirable)

Instructions to Tenderers

This EOI forms the first stage of a two-stage procurement process. As part of this process, Early Tenderer Engagement may be undertaken by the Principal for selected projects to support detailed design development during the Implementation Phase, as described in Section 3.0 of the EOI.

From the responses received, up to three (3) Applicants may be shortlisted for each project using the non-financial Evaluation Criteria outlined in Section 4.3 of the EOI. Only shortlisted respondents will progress to Stage 2, Invitation to Tender (ITT), based on their cooperative input during the Stage 1 Early Tenderer Engagement Phase where applicable.

Stage 2 Contracts are expected to be delivered under a Minor Infrastructure Contract – Construct Only (MIC-CO). TMR reserves the right not to proceed with Stage 2 of this procurement process for any or all of the projects listed above.
