Tender Description
Overview
The National Gallery of Australia is seeking a suitably qualified and experienced provider to deliver comprehensive security guarding services across its main Gallery site and an offsite storage facility in the ACT.
Scope
The scope includes:
- On-site guarding
- Site supervision
- Mobile patrols
- On-demand security control room support
- Emergency response
- Event and VIP security
- Contractor escorts
- Security support for capital works
The services must protect visitors, staff, contractors, the national collection, buildings and infrastructure while supporting a safe, welcoming and professional public environment.
Contractor Requirements
- The successful supplier must provide appropriately licensed, trained and vetted personnel
- Services must be delivered in accordance with defined service levels, performance standards and reporting requirements
Eligibility
Conditions for Participation
- Compliance with the Commonwealth Supplier Code of Conduct (Code)
- The Tenderer must not have any judicial decisions against it (excluding decisions which are under appeal) relating to employee entitlements, in respect of which the Tenderer has not satisfied any resulting order
- The Tenderer, its personnel and any subcontractor proposed in its Tender must not be listed as terrorists under section 15 of the Charter of the United Nations Act 1945 (Cth)
- The Tenderer, its personnel and any subcontractor proposed in its Tender must not be named in the consolidated list referred to in Regulation 40 of the Charter of the United Nations (Dealing with Assets) Regulations 2008 (Cth)
- The Tenderer must hold all Valid and Satisfactory Statements of Tax Record required for its entity type by the Closing Time
- The Tenderer must hold all Valid and Satisfactory Statements of Tax Record required for the entity type of any first-tier subcontractor that it proposes, as part of its response, to engage to deliver goods and/or services with an estimated value of over $4 million (GST inclusive)
- The Tenderer must be a single legal entity that exists at the Closing Time, and must be the same entity that enters into any resulting contract
Contract Terms and Conditions
- Transition-in is expected to commence on 1 November 2026
- Security services are expected to commence on 3 January 2027
- The initial contract term will be four years, with extension options of up to three additional years at the Gallery's discretion
