Short Term Activation and Long-Term Investment of Woodward Park

Liverpool City Council is inviting Expressions of Interest (EOI) from Respondents for the short-term activation and long-term investment of Woodward Park, located at the corner of Hoxton Park Road and Hume Highway, Liverpool, in accordance with the Conditions of Offer and Specification (including any attachments) described in the EOI documentation.

About

Liverpool is fast becoming Sydney's third CBD as the Gateway City to Western Sydney Airport. Its current population of almost 250,000 is estimated to reach over 300,000 by 2030. Liverpool City Council is leading the community through a period of rapid change and growth towards a more dynamic city centre with a vibrant night-time economy.

Scope

The scope includes:

• Delivery of short-term activation and long-term investment proposals for Woodward Park, corner of Hoxton Park Road and Hume Highway, Liverpool
• Proposals reflecting the site's approximate 500 metre north/south length and between 450 and 615 metre east/west width, covering approximately 28 hectares (inclusive of the T-way)
• Proposals for individual or combined development of the site, in line with the scope of Activities described in Section D of the EOI
• Incorporating design elements from the recently adopted Woodward Park Master Plan 2025, which positions the park as a central gathering place and an open, inclusive, multifunctional civic space supporting both everyday activities and large-scale cultural, social and recreational events

The land subject to this EOI is Crown land for which Council is the Crown Land Manager. The Minister may be required to consent to any development lease or licence permitted or granted in respect of the land. The contract arising from this EOI is expected to be in the form described in Section C of the EOI.

Council will not consider a submission lodged by a Respondent who fails to sign the attendance sheet at this briefing or fails to ensure that a representative of the Respondent signs the attendance sheet on its behalf. If Council determines, at its sole discretion, that an insufficient number of potential Respondents have attended the site meeting to result in a competitive process, Council reserves the right to open the EOI process to any Respondent and waive the mandatory briefing requirement.

Council recommends allowing sufficient time to lodge your offer and all supporting documents and attachments, as late submissions will not be accepted after the closing time. Consider the number and size of documents, as these may take time to process and upload. Tenderers will receive a Successful Submission Receipt timed and dated upon completion.
