Content Management System

⁠⁠⁠Overview

The Parliament of South Australia is seeking proposals from suppliers with the capability and capacity to assist Parliament to replace its existing Content Management System (CMS) platform with a more cost-effective and fit for purpose alternative.

Scope

The contracted supplier will be required to provide the following services and deliverables:

• Environment: Provision the selected CMS platform for the required environments Parliament will use to host a replica of its current public facing internet site.
• Development: Recreate a replica of Parliament's current internet site to operate using the selected CMS, including minor changes (such as UI/UX) for improvements and deviations to accommodate differences, limitations, and constraints between existing and proposed platforms and technology.
• Test Planning and Acceptance: Creation of development and user acceptance test plans, including test cases, capturing test logs, and providing test reports to Parliament.
• Training and Documentation: Provide business and system administrators within Parliament with training and relevant documentation required to manage content and administer the CMS.
• Change Management: Includes planning, communication, reviews and approvals, implementation, and handover; provision of organisational change management including preparing and distributing relevant change management material (such as plans, workshops, notices, and newsletters) to prepare users for the transition and manage expectations and reduce resistance; compliance with approved Parliamentary change management processes and practices, including creating change requests and plans specifying implementation and rollback steps, outage information, and relevant communication requirements, and facilitating and presenting change plans to the Parliamentary Change Advisory Board (CAB) for approval before implementing changes in the UAT and production environments.
• Support: Provide a period of hyper-care support immediately following implementation cutover to address identified issues in a timely manner.

Exclusions

• Significant redesign of Parliament's public facing internet site, as this will be managed separately after a supported and fit for purpose CMS platform is provisioned and deemed stable.
• The inclusion of any other public facing internet site provisioned for Parliament (for example, the Education and Engagement Office Community Education site).
• The decommissioning of Parliament's current CMS platform, including the removal of relevant infrastructure, environments, and resources that are no longer required.
