ERP - Organisational Change Management (OCM) Capability

⁠⁠⁠Overview

The Department of Infrastructure, Transport, Regional Development, Communications and the Arts is seeking an experienced organisational change management (OCM) capability to support the implementation of a large-scale enterprise transformation program delivering a new ERP platform across the organisation.

About

The OCM capability will support the Department's Change Manager and the Integrated Delivery Team (IDT) in driving business readiness, stakeholder engagement, organisational transition, and adoption across a complex, multi-vendor ERP Program.

The Integrated Delivery Team comprises the ERP Program Manager, Departmental Change Manager, Departmental System Architect and ERP Program SRO. The OCM capability will work as an extension of the Department's Change Manager, providing specialist expertise, strategic advice, capacity and delivery support to ensure change management activities are embedded across all phases of the program.

Scope

The scope includes:

• Supporting the Department's Change Manager in the delivery of the ERP Program's change management strategy, plans and associated activities
• Working as part of the Integrated Delivery Team (IDT), collaborating closely with the Program Manager, System Architect, Program SRO, business SMEs, technology teams, and implementation partners
• Providing specialist advice to the Change Manager and IDT on organisational change risks, stakeholder impacts, adoption strategies, and business readiness activities
• Supporting the establishment, coordination, and ongoing operation of a network of SME change champions and business representatives across impacted functions
• Coaching and supporting SMEs in undertaking their responsibilities as business champions, process owners, and advocates for change within their business areas
• Facilitating change impact assessments and working with business SMEs to identify and manage organisational impacts arising from process, policy, and system changes
• Developing and maintaining change management artefacts, including stakeholder engagement plans, impact assessments, communications products, readiness assessments, and adoption strategies
• Supporting SMEs and business leaders in undertaking stakeholder engagement and local change activities within their respective business areas
• Partnering with training and capability uplift teams to align learning activities with business readiness and adoption outcomes
• Coordinating business readiness activities across SMEs, business representatives, and program delivery teams
• Supporting SME participation in design workshops, process validation, testing, training preparation, and transition activities
• Monitoring and reporting on change risks, stakeholder sentiment, readiness measures and adoption indicators, escalating issues through established governance arrangements
• Supporting the Change Manager and IDT to track, monitor, and report on benefits realisation outcomes and associated adoption risks
• Embedding change management practices across the ERP Program lifecycle to ensure people, process and technology outcomes are delivered in an integrated manner
• Transferring knowledge, tools, and capability to departmental staff to establish enduring internal change management capability
• Providing surge support to the ERP Program as required
