The Department of Veterans’ Affairs (DVA) is seeking a communications platform and production service to trial new communication approaches and formats. The objective is to improve the effectiveness, reach, timeliness and engagement of communications delivered to DVA stakeholders, including veterans, veterans' families, staff and partner organisations.

Scope of Services

The supplier will provide a managed video and content production service that enables DVA to rapidly create, produce, edit and distribute high-quality communications content.

Service Requirements

The supplier must provide:

Remote Recording Capability

• Unlimited recording sessions utilising a secure and seamless remote recording platform.
• Ability to support participants located across multiple locations.
• Reliable recording technology that minimises technical barriers for presenters and participants.

Production Support

• A professional producer present during all recording sessions.
• Support to presenters to ensure message discipline, presentation quality and audience engagement.
• Real-time technical support during recordings.

Production Retainer

• Provision of up to 24 hours of dedicated production and post-production services per month.
• Flexible allocation of production hours according to DVA priorities and campaign requirements.

Post-Production Services

• Video and audio editing.
• Captioning and accessibility compliance.
• Formatting and optimisation for multiple communication channels and platforms.
• Creation of communication products suitable for internal and external audiences.

Rapid Response Capability

• Capacity to record, edit and publish content in response to urgent departmental requirements.
• Ability to support time-sensitive announcements, executive messages and emerging issues.

Technical Production Services

• Audio quality management.
• Camera and framing guidance.
• Live production support.
• File preparation and delivery in formats suitable for DVA communication channels.

Deliverables

The supplier will provide:

• Recorded video content as requested by DVA.
• Edited and production-ready communication products.
• Captioned and accessible video files.
• Platform-specific output files suitable for publication across nominated channels.
• Monthly utilisation reporting against allocated production hours.
