Tender Description

⁠⁠⁠Background:

Woodside has a range of projects that may require Wide Area Network (WAN) Services. 

General Scope of Works:

The intended purpose of the WAN Services is to provide robust and resilient connectivity to nominated onshore locations, including Perth CBD and other Company-nominated operating locations, to enable safe, reliable and efficient operations for Offshore Facilities. 

Contractor is to provide/perform: 

(a) Provisioning of WAN Services including:

  •  Primary 10 Gbps transmission service over subsea fibre optic cable (scalable to 40 Gbps) to Perth and Karratha; 
  •  Secondary 10 Gbps transmission service over subsea fibre optic cable (scalable to 40 Gbps), provided via a geographically diverse route that is independent of the primary subsea fibre optic service to Perth and Karratha. This secondary service must not be affected by any fault or maintenance activities (subsea and terrestrial network) on the primary service;
  •  Tertiary 10 Gbps transmission service over satellite to Perth and Karratha;
  • Separate 1 Gbps direct internet service.
  • Option for alternative secondary 10 Gbps transmission service over satellite to Perth and Karratha, in lieu of the secondary subsea fibre optic services.

Provisioning of dark fibre service options for Distributed Fibre Optic Sensing (DFOS) including:

  • Option 1: Service Delivery Point located at Offshore Facilities to the Service Provider’s Subsea infrastructure. E.g. Cable Termination Assembly or Subsea Network Branching Unit.
  • Option 2: Service Delivery Point located at Offshore Facilities to the Service Provider’s shore crossing point. Contractor is to provide capacity and capability for the provision of WAN services including:

(a) Subsea Infrastructure:

  •  Provide a plan or roadmap for the delivery of subsea fibre optic cable services400km north of Broome, either as a new installation or via tie-in to existing subsea infrastructure, that meets the expected WAN services requirements specified above;
  •  If the Recipient is unable to provide the WAN services from 2033, describe the interim service arrangements that can be provided.

Terrestrial infrastructure:

  • Provide a plan or roadmap for geographically diverse terrestrial fibre optic connections to Perth and Karratha, either as a new installation or via tie-in to existing infrastructure, that meets the expected WAN services requirements specified.

(b) Satellite Services

  •  Provide details regarding satellite service offerings; including specific information on bandwidth and latency. If the Recipient does not directly own or operate the satellite services, indicate how the satellite service operator is engaged in the delivery of these services;
  • If the Recipient can provide diverse satellite services, provide details of the second satellite service offering as an option to replace the secondary subsea fibre optic service.

(c) Distributed Fibre Optic Sensing (DFOS):

  • Provide description of the fibre optic core offering to support DFOS applications, including options such as dark fibre allocation, wavelength separation, or other suitable and proven multiplexing approaches;
  •  Provide any limitations imposed by the subsea fibre optic infrastructure that may affect the performance or operability of the sensing application, including constraints associated with optical loss, signal attenuation and amplification
  • Where use of the main subsea fibre optic trunk is not feasible for the sensing application, provide alternative options such as connection of a new, dedicated subsea fibre optic cable to branching units.
