Tender Description

⁠⁠⁠Council is seeking Tenders from suitably qualified and experienced Respondents for Asphalt Crushing, Testing & offtake currently stockpiled at our Kelso Waste Management Centre (KWMC).

Project goals

Council is seeking Quotations from suitably qualified and experienced contractors to undertake the sampling, testing, and lawful management of the stockpiled asphalt material, with the objective of removing the material from the site within agreed timeframes.

Under this RFQ, the Contractor may propose either of the following approaches:

  • Option A: Conduct appropriate sampling, testing, and classification of the asphalt material and remove the material from KWMC for lawful off‑site reuse without on‑site crushing; or
  • Option B: Crush and process the asphalt material at Council’s recycling facility, undertake required sampling and testing, and subsequently remove the processed material from KWMC for lawful and beneficial reuse.

In both cases, the Contractor will be responsible for ensuring that all testing, classification, transport, and reuse of the material complies with relevant NSW EPA Resource Recovery Orders and Exemptions and all applicable environmental and regulatory requirements.

Scope

The proposed contract covers the processing of approximately 8,000 tonnes of stockpiled material. The Contractor shall supply all labour, plant, equipment, and expertise necessary to undertake the crushing, processing, testing, and lawful offtake of recovered asphalt material from the Keslo Waste Management Centre (KWMC). The scope of works includes, but is not limited to, the following:

(1) Mobilisation, Processing, Sampling and Offtake

Council invites Quotations for the management of approximately 8,000 tonnes of stockpiled asphalt material at the Keslo Waste Management Centre (KWMC). Tenderers may propose either Option A or Option B in accordance with the requirements set out below.

Option A – Sampling, Testing, and Direct Off‑site Offtake

Option B – On‑site Crushing, Processing, and Offtake

(2) Sampling, Testing, and Reporting

(3) Material Removal and Logistics

(4) Environmental, Safety, and Compliance Requirements
