Tender Description

⁠⁠⁠Overview

Isaac Regional Council is inviting written tenders for IRC-PECS-1025-T458 Isaac Resources Excellence Precinct (IREP) Trunk Infrastructure. Tenders must be submitted in accordance with the attached Specification and Criteria.

Scope

The works include, but are not necessarily limited to, the supply of all materials, plant, and labour of whatever kind necessary for the following elements:

Preliminaries

  • Project insurances
  • Site establishment and disestablishment
  • Preparation and submission of all documentation required by the Contract
  • Preparation, submission and implementation of a Safety and Environmental Management Plan
  • Preparation, submission and implementation of a Traffic Management Plan
  • Preparation of a dilapidation report (including photographs) across the extents of areas to be disturbed
  • Construction and erection of any temporary works as required

Site Works and Earth Works

  • Site clearing and grubbing, topsoil stockpiling
  • Service location potholing and reinstatement of all services to be affected by the works, including but not limited to stormwater, drainage, waste water, water, communications and electrical services
  • Site preparation earthworks and earthworks associated with footings, slabs, structures, pipework, pump station and the like
  • Works necessary to protect, maintain or repair private property or public infrastructure required to complete the project, ensuring assets are in the same condition or better than at the start of works
  • Reinstatement of private driveways, fences, gardens and any private property item affected by the works
  • Reinstatement of all public areas affected by the works, inclusive of roads
  • Disposal of excess spoil off site or to the Principal's nominated disposal location

Rising Main, Water Main, and Connections to the Existing System

  • Construction of new potable water main and sewer rising main, including location and verification of all buried assets within the vicinity of all new mains and services, and supply, procurement, fabrication, testing and installation of all conduits, pipework, supports, valves and fittings as shown on the drawings
  • Supply and installation of new potable water reticulation mains consisting of OD180 PE100 SDR11 (PN16) HDPE pipework complete with all bends, tees, valves, flow meter, and fire hydrants, including pipe welding, trenching, embedment, backfill material, access covers and hydrostatic testing
  • Supply and installation of new sewer rising main consisting of OD110 PE100 SDR11 (PN16) HDPE pipework complete with all bends, tees, flushing point, electromagnetic flowmeter, and pressure transmitter, including pipe welding, trenching, embedment, backfill materials and hydrostatic testing
  • Design, supply and installation of new chlorine trim dosing package
  • Interconnection of new potable water main to the existing network
  • Cleaning and disinfection of new potable water main
  • Connection of new sewer rising main to new IREP sewage pump station and existing gravity sewerage network at existing maintenance hole (MH-2/3) immediately south of Puma Service Station
  • Testing and commissioning of new potable water main and new sewer rising main
  • Supply and installation of Grosvenor Creek trenchless crossing
  • Reinstatement of roads, infrastructure, and any other services impacted during the works

Emergency Storage Structure, Zero Maintenance Hole, and Overflow Arrangement

  • Supply and installation of new DN1200 concrete Zero Maintenance Hole (MH)
  • Supply and installation of interconnecting pipework between the new Zero MH and the new IREP network and new IREP pump station
  • Supply and installation of new DN1500 x 15m long Emergency Storage Structure and interconnecting pipework to the new Zero manhole
  • Supply and installation of new overflow arrangement as per standard drawing CMDG-S046 and interconnecting pipework to the new Zero manhole and overflow area

Internal Epoxy Coating of Manholes

  • Internal epoxy coating of the 3 immediate manholes downstream of a rising main discharge, and any manholes within 100m of existing discharge manhole MH-2/3, including MH-2/2, MH-2/1, MH-8/2, MH-8/1, MH-2/4, MH-2/5, and MH-2/6
  • Internal epoxy coating of the new Zero MH

Pump Station

  • Supply and installation of a precast pump station package complete inclusive of overflow
  • Testing and commissioning of the sewage conveyance scheme
  • Supply, procurement, fabrication, testing and installation of all conduits, pipework, supports, valves, fittings, and pumps as shown on the drawings
  • Supply and installation of a weatherproof 316 stainless steel pump control switchboard and matching mounting post located in the pump station shed, including circuit breakers, smart relay logic control, switches, contactors, terminals, busbars (including neutral and earth bars), local MEN connection (including earth electrode), pump duty/standby manual select switch, pump manual/automatic/off manual select switch for local emergency generator connection, start pushbutton and reset pushbutton, and indicating light
  • Supply and installation of all electrical supply and control cabling necessary for control, electrical/communications, SCADA, telemetry and automation
  • Testing, commissioning, and proof-of-performance testing of the complete installed electrical system
  • As-constructed documentation (drawings and manuals) of the complete installed electrical system
  • Operator training on the complete installed electrical system
  • Rectification of defects during the Defects Liability Period
  • Any additional electrical work and materials not specifically described but required for necessary completion of the installation in accordance with the performance requirements of the specification and to achieve satisfactory operation of the systems
  • Provision of temporary works, scaffolding, lighting and services for construction purposes, if required
  • Supply of all documentation, labour, supervision, construction plant, safety, materials and equipment, delivery to and from site, cranage, unloading, storage, protection of Works Under the Contract, installation, quality assurance, environmental management, approvals, inductions, and any other items detailed in the Specifications or indicated on the Drawings or otherwise required for the successful completion of the work
  • Training of the Principal's representatives to be fully conversant in the operation and maintenance of the equipment and systems, including detailed training on the use and operation of the controls
  • Preparation of As Built documentation, As Constructed drawings and Operation and Maintenance Manuals
  • Restoration and final clean up
  • 12 months defects liability period guarantee (12 months from practical completion)
  • Any other item included in the contract documents and not detailed herein

Site Inspection

An optional site meeting can be requested by submitting a proposed date and time after 13 July 2026.

Tenders must be in accordance with the attached Specification and Criteria. All specification requests, general enquiries and written tenders must be submitted through the designated channel only. Tenders should not be sent directly to Project Managers, Project team members or other Council staff. All phone enquiry details will be forwarded to the Contracts and Procurement team as a matter of record.
