Tender Description

Overview

The City of Wanneroo is seeking a supplier for the supply and delivery of sand for beach re-nourishment over a period of 3 years.

About

The City of Wanneroo manages 32km of coastline comprising white sandy beaches, perched beaches and rocky shorelines, spanning the suburbs of Mindarie, Quinns Rocks, Alkimos, Eglinton, Yanchep and Two Rocks. Quinns Beach, Yanchep Lagoon and North Two Rocks are identified erosion hotspots, and several locations with adjacent coastal infrastructure are vulnerable to the impacts of erosion.

Beach renourishment at Quinns Beach and Yanchep Lagoon is generally undertaken on an annual basis to maintain beach amenity and access, with sand quantities and placement locations determined by ongoing coastal monitoring. Annual renourishment works at Quinns Beach form part of a formalised program resulting from the recommendations of the Quinns Beach Long Term Coastal Management Study (Cardno, 2017), and reactive renourishment works have also been undertaken since 2002 in response to extreme storm events. Renourishment works at Yanchep Lagoon are currently undertaken reactively, with a formalised program expected once the Yanchep Coastal Management Study (scheduled for completion in 2026/27) is finalised. Renourishment locations may also include additional locations in the future.

Scope

The scope includes:

  • Supply and delivery of sand for beach renourishment at Quinns Beach and Yanchep Lagoon, and potentially at additional locations in the future
  • Sand meeting the median sediment grain size (D50) requirements specified for each of the two coastal sediment zones identified within the City's coastline
  • Sand that is well sorted, with a particle size distribution matching the specification for each sediment area
  • Sand similar in colour and appearance to the natural beach sand at the location of delivery, typically ranging from white to very pale brown
  • All supplied sand approved by the City prior to delivery, meeting the conditions of the specification
  • Delivery of sand in quantities dependent on the extent of future coastal erosion, with anticipated quantities in the range of 5,000 to 15,000 tonnes annually for Quinns Beach alone

Contractor Requirements

  • Supplied sand must meet the average D50 range specified for the relevant sediment area, or the City may reject the sand or apply a reduced payment rate based on an overfill factor calculation

Contract Terms and Conditions

  • Contract period: 3 years

Location

Delivery locations are within the City of Wanneroo coastline, primarily at Quinns Beach and Yanchep Lagoon, spanning the suburbs of Mindarie, Quinns Rocks, Alkimos, Eglinton, Yanchep and Two Rocks.
