SCADA Migration and CWMS Hardware Upgrade

⁠⁠⁠The District Council of Grant invites Tenders from Tenderers for the provision of CWMS software migration from existing ClearSCADA 2015 to Ignition SCADA 4.0, as well as hardware upgrades to the Allendale WWTP, Pelican Point WWTP, Donovans Lagoon and replacement of redundant PLCs at every effluent pumpstation.

The District Council of Grant manages and operates 6 Community Wastewater Management Systems (CWMS) made up of a total 18 pumpstations, 2 treatment plants and 4 lagoons.

The pumpstations currently use Flygt Multismart PLCs, which are now end of life and will require full replacement over the next 5-10 years.

The treatment plants, while operating as expected, are only controlled locally, and operators are alerted by dial-up pre-recorded phone messages. All pumpstations are monitored and controlled by SCADA.

The current SCADA software that monitors and operates Council’s CWMS is Expert ClearSCADA 2015, which is no longer supported, making it hard for CWMS operators to get assistance with the software when required.

Council is seeking to migrate to Ignition SCADA 4.0 either locally or in a private cloud, as well as bring 2 treatment plants and an irrigated lagoon onto the SCADA. Council also requires the pumpstation PLCs to be replaced as they are end of life. These PLCs will be replaced over a number of years, not all at once.

The Council will enter into an Agreement for Services with the successful Tenderer.
