Background
Snowy Monaro Regional Council is seeking Expressions of Interest (EOI) from suitably qualified and experienced operators for the management and maintenance requirements for Cooma Festival Swimming Pool and the Bombala and District War Memorial Pool, for the 2026/2027 swim season.
Project Objective
Snowy Monaro Regional Council is inviting suitably qualified contractors to provide management services for the operation of the Cooma Festival Swimming Pool and the Bombala and District War Memorial Pool, for the 2026/2027 swim season. This includes, but is not limited to:
• ensure that the Pools are supervised, managed and operated at all times by persons appropriately qualified and trained in compliance with statutory regulations and in accordance with designated Contract requirements, as a minimum during the Pool operating hours
• the provision of adequate staff and resources to operate plant and equipment
• cleaning of the facilities as required
• ensuring a safe and healthy facility
• maintaining the Pools facilities in accordance with the maintenance schedule
• promote the facilities to maximise community use
• canteen/kiosk operation including retaining all profits from food and beverage sales. Operations must comply with the Food Act 2003 (NSW), and NSW Food Authority guidelines at all times
• use and general maintenance of Council-supplied equipment ensuring it remains in good working order
• maintain a daily log to keep records of elements such as water testing, attendance, income, plant maintenance, and more.
Other requirements include facilitating other uses (in accordance with Council approved payment of admission charges) such as the following:
• by the Cooma Swim Club for the purposes of conducting events and swimming carnivals
• Learn to Swim operators (multiple permitted)
• by schools for the purpose of conducting events and swimming carnivals
• Learn to swim campaigns conducted by the NSW Department of Education and other bodies, and
• by surf lifesaving clubs, triathlon clubs and similar sporting clubs and groups for the purpose of conducting training courses, lessons, events and carnivals.
Provided that any such organisation using the premises shall provide proof of insurance for Public Liability not less than $50 million and shall note the interest of the Principal.
In addition to the above, the Contractor may:
• conduct swimming coaching and provide swimming lessons
• allow the premises to be used for other commercial activities by independent operators including scuba course, aqua aerobics and similar activities upon reasonable terms and conditions as agreed with the Principal, and
• facilitate community health programs or other community activities organised by the Principal, and as agreed with the Contractor, subject to normal approved entry fees.
