Long Term Maintenance Dredging (LTMD) - Queensland GOC Ports

⁠⁠⁠Overview

Port of Townsville Limited (QLD) is seeking a contractor to undertake Long Term Maintenance Dredging (LTMD) services across Queensland Government Owned Corporation (GOC) ports. The works must be carried out in accordance with Good Industry Practice to achieve the Target Depths within the Dredge Areas.

Scope

The scope includes:

• Supply of all vessels, equipment, materials, consumables, personnel and all things necessary for the performance of the Works
• Mobilisation (including between ports and dredging sites) and demobilisation of vessels, equipment, personnel and all things necessary for the performance of the Works
• Dredging of all materials of whatever type or composition from within the Dredge Area and relocation to the designated Dredge Material Placement Area as detailed in the Drawings and Specification
• Utilising appropriate dredging equipment and employing all reasonable and practicable efforts to minimise environmental and operational impacts, ensure safe and controlled dredging operations, and efficiently undertake the Works within the approved programme
• Complying with all Approvals, permitting obligations, statutory requirements, environmental and operational approvals, Long-Term Maintenance Dredging Management Plans, Port Corporations' and Site specific operational requirements policies and procedures, and all requirements of Marine Safety Queensland, including those detailed within the Port Procedures and Information for Shipping Manuals
• Undertaking any surveying required to support the Works, excluding those services provided by the Employer
• Ensuring adequate staffing and supervision levels and that all personnel are equipped with training appropriate to their area of responsibility
• Ensuring all equipment is adequately maintained and properly operated to minimise the risk of an environmental incident, safety incident, or mechanical breakdown
• Undertaking all actions required to ensure operations of the Port Corporations are not disrupted in any way by the Contractor's Works
• Preparing and implementing all required management plans, including Term Management Plans and Port Campaign Plans
• Preparing all required documentation and reporting, meeting attendance and communications with the Joint Port Management Group, including for the preparation of the Annual Campaign Programme
• Preparing all required documentation and reporting, meeting attendance and communications with the Employer

Quantity and Timing of the Works

The annual dredging requirements for each of the ports are expected to vary from year to year, depending on the rates of natural siltation and the operational requirements of the Port Corporations. Information on historic maintenance dredging records, frequency and volumes is contained within each Port Corporation's Long-Term Maintenance Dredging Management Plans (LMDMPs). These volumes should be read and understood in accordance with each Port Corporation's permit reporting requirements for survey volumes and/or hopper volumes delivered to the Dredge Material Placement Area (DMPA).

The annual dredging requirements at each of the ports forming the Annual Campaign may include:

• Planned maintenance dredging
• Unplanned emergency dredging following a natural event, such as a tropical cyclone
• Minor capital dredging
