Industry feedback is sought on the proposed Domestic and International Air Travel Scheme (SCM2042) for NSW Government travellers.
Project goals
Obtain industry feedback to inform the design and implementation of the NSW Government Domestic and International Air Travel Scheme (SCM2042). The scheme enables open supplier participation and supports access to competitive domestic and international airfares, delivering value for money for NSW Government.
Scope:
The NSWG’s objectives are:
(a) to have several Approved Suppliers that meet the requirements of Eligible Customers to provide Discounts and Ancillary Offerings for Domestic Travel and/or International Travel;
(b) to have a simple process to add new Approved Suppliers;
(c) to enable agile engagement and seamless adaptation to evolving market conditions, allowing suppliers that are not Approved Suppliers to apply to participate at any time;
(d) to ensure value for money by providing a framework for price discounts and ancillary offerings; and
(e) to have a streamlined framework to review and renew Discounts and Ancillary Offerings.
Under this Scheme, Approved Suppliers will benefit from:
(a) recognition as an approved supplier for the Scheme;
(b) engagement with NSWP for contract management; and
(c) endorsements as an approved supplier for the Scheme on the NSWG’s Travel Management Company’s (TMC) online portal
Applications for Prequalification
The process to apply to become an Approved Supplier under the Scheme is as follows:
(a) an Applicant must be registered on buy NSW Supplier Hub: https://buy.nsw.gov.au/suppliers;
(b) an Applicant must submit an Application using the Scheme Application Form or another method as advised by NSWP;
(c) NSWP will assess each submitted Application;
(d) NSWP may request the Applicant to respond to requests for clarification and requests for information in connection with a submitted Application;
(e) NSWP will either reject an Application or accept an Application;
(f) each successful Applicant must enter into a Scheme Participation Agreement with NSWP that incorporates the Discounts and Ancillary Offerings offered by that successful Applicant; and
(g) successful Applicants will become Approved Suppliers once they have entered into the Scheme Participation Agreement as set out above and will be included in the Scheme Participation List.
This RFI exercise is an open opportunity for airlines to provide feedback on the Scheme documentation:

- Scheme Discounts and Ancillary Offerings Schedule (Attachment C)
There is no obligation on any party to respond to this RFI and a non-response will not affect any organisation’s future opportunities.
