Mobile Health Clinic

⁠⁠⁠Flinders University is seeking to appoint a qualified and experienced supplier to design, construct, fit-out, certify and deliver a compliant, purpose-built Mobile Health Clinic vehicle that provides a fully fitted clinical environment for student placements and community health service delivery. 

Objectives & Major Deliverables

The project will deliver a fully self-contained Mobile Health Clinic designed to support student led, interprofessional healthcare services and clinical education within community settings. The  vehicle will operate as a flexible, high quality clinical environment capable of hosting pop-up health hubs in aged care facilities and other locations across metropolitan Adelaide. While the clinic is expected to undertake some regional travel across South Australia, there are no requirements for off-road operation. 

The mobile clinic must function simultaneously as a safe, compliant clinical space and a supervised teaching environment. It will be equipped to support health screening, assessment, education, and therapeutic services, while also enabling clinical placements, community engagement initiatives, and research activities. 

This initiative responds to increasing demand for out-of-hospital care and the growing shortage and cost of traditional placement opportunities. By improving access to healthcare, strengthening workforce development, and enhancing Flinders University’s visibility and impact within the community, the Mobile Health Clinic will serve as a critical platform for innovative, community-centred health service delivery and education. 

The Mobile Health Clinic will provide placement capacity for multiple health disciplines, including but not limited to:

1. Audiology

2. Dietetics

3. Exercise and Sports Science/Physiology 

4. Health Sciences

5. Nursing

6. Midwifery 

7. Occupational therapy

8. Optometry

9. Speech pathology

10. Physiotherapy

The clinic should be designed with an agnostic, discipline-neutral layout that can be used across multiple health programs without the need for reconfiguration. Permanently installed equipment should support a broad range of disciplines rather than catering to a single specialised use, while portable and handheld discipline-specific equipment can be brought in as required by each program. This approach avoids over-customisation and ensures the mobile clinic remains adaptable, future-proof, and capable of meeting evolving placement and service needs.

Design requirements and services

• Review and confirmation of Project Brief and associated documentation.

• Conduct consultation workshops, the Project Manager will coordinate stakeholder  engagement for the workshops with relevant User Groups, Technical Reference/Stakeholder Groups, and other identified stakeholders. Workshops are expected to be conducted online.

• Work closely with Flinders University stakeholders to develop detailed vehicle concepts, interior layouts, and functional workflows that support service delivery. 

• Preparation and presentation of Concept and Design Development proposal/s in hard copy and electronic format.

• Modification of Concept and Design Development proposal/s to suit requirements outlined by Project Manager, User Group representatives, Technical Reference/Stakeholder Group and other stakeholders as identified.

• Ensure all aspects of the vehicle design, construction, and fit-out comply with applicable Australian Standards, road-worthiness requirements, and any relevant health, safety, and accessibility regulations.

• Provide comprehensive design documentation, including:

o 3D images illustrating the proposed vehicle exterior and interior fit-out

o Technical drawings, specifications, and schematics suitable for stakeholder review and approval

o Engineering certifications and compliance evidence

• Preparation and circulation of minutes of all meetings by the Supplier.

• Preparation of Program. 

Base vehicle requirements

• Supply a custom-built mobile clinic based on a motorhome-style configuration. 

• Fiat Ducato 3.0L X250 (or equivalent) vehicle make, fitted to an AL-KO (or equivalent) galvanised low-profile chassis to achieve the lowest possible floor height, with a consideration of different wheelbase options. 

• Must be fitted with an automatic transmission. 

• Must have a Gross Vehicle Mass (GVM) not exceeding 4,500kg, enabling operation under a standard Class C driver licence in South Australia. 

• Provide a minimum of 2-3 seatbelt-equipped seating positions. 

• It is anticipated that the Mobile Health Clinic will accommodate a minimum of one supervisor and two students at any given time.
