Ferry Transport Modelling

⁠⁠⁠The Public Transport Authority of Western Australia (PTA) is progressing investigations into the Eastern Expansion of Transperth Ferry services on the Swan River as part of a staged program to expand ferry operations and improve cross river connectivity.

Scope:

The accordance with the Scope of Works in PTA260038 - Consultancy Services (Book3) RFT  Proposed Contract, the Services are structured into the following:

• Package 1 - Main Scope: Ferry patronage modelling from Eizabeth Quay to Belmont  Park East

• Package 2 - Priced Option Scope: Extension of ferry patronage modelling from  Belmont Park East to Belmont

The PTA Representative will confirm in September 2026 whether the Priced Option Scope is to  be exercised.

Package 1 - Main Scope: Ferry patronage modelling from Eizabeth Quay to Belmont Park East

The Main Scope (Package 1) involves developing a ferry patronage model for the corridor  between Elizabeth Quay and Belmont Park East.

The scope includes:

• Developing the modelling approach and assumptions.

• Reviewing available data and identifying gaps.

• Undertaking surveys and analysis to understand travel behaviour.

• Developing and calibrating a ferry demand model.

• Testing different service options and scenarios.

• Producing patronage forecasts and key outputs.

• Providing outputs suitable for the business case.

• Providing model files, data and supporting documentation.

Package 2 - Priced Option Scope: Extension of ferry patronage modelling from Belmont Park  East to Belmont

The Priced Option Scope (Package 2) involves extending the ferry patronage model to include  the corridor between Belmont Park East and Belmont.

The scope includes:

• Extending the model to cover the additional corridor and stops.

• Updating data and assumptions for the extended area.

• Testing additional service options for the extended corridor.

• Updating and validating the model outputs.

• Producing updated patronage forecasts and outputs.

• Integrating outputs with Package 1.

• Updating model files and documentation.
