Tender Description

⁠⁠⁠Overview

The Department of Communities and Justice (NSW) is seeking suitably qualified Service Providers to deliver Foundation Skills and Vocational Education and Training (VET) programs to eligible inmates who elect to participate, across NSW correctional centres administered by Corrective Services NSW (CSNSW).

Purpose

The program aims to provide Foundation Skills and Vocational Training services across NSW correctional centres to support inmate rehabilitation, workforce participation, and community safety. Services will deliver industry-aligned education and training that improves literacy, numeracy, and vocational skills, leading to nationally recognised qualifications and employment pathways. The program is intended to achieve positive post-release outcomes, support reduced reoffending, and deliver value for money while meeting CSNSW's legislative and operational requirements.

Scope

The scope includes:

  • Delivery of Foundation Skills and Vocational Education and Training (VET) programs to eligible inmates who elect to participate, across NSW correctional centres

Contractor Requirements

Providers must demonstrate the capability, capacity, and experience to deliver services that:

  • Comply with the Vocational Education and Training (VET) Quality Framework, Australian Skills Quality Authority (ASQA) requirements, and the Australian Qualifications Framework (AQF)
  • Meet the diverse learning needs of inmates, including Aboriginal and Torres Strait Islander peoples, culturally and linguistically diverse (CALD) inmates, and inmates with disability
  • Develop transferable, job-ready skills that improve employability and support successful post-release outcomes
  • Deliver foundation skills training to improve language, literacy, and numeracy
  • Provide access to nationally recognised qualifications, accredited training, and industry-relevant licences and certifications, including first aid, food safety, forklift operation, and tractor driving
  • Deliver vocational training in areas such as agriculture (including dairy production), catering, printing, plumbing, cleaning, laundry operations, packing and assembly, and grounds maintenance
  • Support learner progression through training pathways that accommodate varying levels of competency, prior learning, and experience
