National Parks and Wildlife Service Blue Mountains Branch is seeking to establish a panel agreement for walking track construction services over a 2-year contract term (+12-month extension option).
Project goals
National Parks and Wildlife Service (NPWS) Blue Mountains Branch (BMB) requires walking track construction services in relation to the Gardens of Stone State Conservation Area, Betterment, and Flood Recovery programs. NPWS is seeking to establish a new Panel Agreement that covers the required construction services.
The panel is intended to provide flexibility, scalability, and continuity of walking track construction services over its term, while maintaining transparency, value for money, and alignment with NSW Government procurement objectives.
Scope
The procurement seeks to establish a panel of suppliers capable of providing walking track construction services. Construction services may include, but are not limited to:
• Management of the Environmental Management Plan / Work Health & Safety in accordance with the contract
• Un-bagging of stone and other materials delivered to site by helicopter
• Construction, repair, and compaction of walking track surfaces
• Construction of timber and stone steps.
• Installation of stepping stones.
• Installation of cornerstones, retaining walls, and landscaping to blend with the surrounding environment
• Installation of handrail safety barriers.
• Transportation and maintenance of standard walking track construction hand tools
• Provision of other equipment required for standard walking track construction (e.g., sandbags, erosion control materials, tarpaulins, ropes, curve guides, step box guides).
• Monthly reporting on progress, including completed track length and percentage, actual person-days versus estimated person-days, and notes on any unexpected findings or delays
The scope excludes design, materials, and helicopter operations, which will be undertaken internally and through separate engagements.
