Emerald Saleyards Operational and Management Support Services

⁠⁠⁠Central Highlands Regional Council (Council) is seeking to engage suitably qualified and experienced service provider(s) to support the continued operation, management, administration and delivery of services at the Emerald Saleyards through the provision of operational, management, labour, consulting and administrative services. Council seeks a flexible and capable service arrangement that maintains safe, compliant and reliable operations while supporting operational continuity, governance uplift and future operating model readiness.

The proposed Contract will commence on 15 August 2026 for an initial term of twelve (12) months, with two (2) optional extensions of three (3) months each, exercisable at Council’s sole discretion.

Services sought under this Request for Tender (RFT) are expected to support Council’s objectives relating to:

•  Maintaining safe, reliable and efficient saleyards operations;
•  Supporting livestock welfare, biosecurity and regulatory compliance obligations;
•  Maintaining operational continuity and service reliability;
•  Strengthening governance, reporting and operational oversight;
•  Enabling flexible resourcing to respond to operational and seasonal demands; and
•  Achieving value for money through appropriately structured service delivery arrangements.

The services sought under this RFT are intended to provide Council with access to operational capability, specialist expertise and scalable labour resources to support both business-as-usual operations and emerging operational requirements.

Indicatively, Council intends to procure services across the following categories:

•  Operational Supervisor Services;
•  Saleyards Management Services;
•  Specialist Consulting Services;
•  Project Management Services (i.e. capital works projects);
•  Labour Services; and
•  Administrative Services.
