Tender Description

⁠⁠⁠The City of Hobart is seeking to engage a Consultant or Business to undertake management of the Bidencopes Laneway area via a street art-based program which includes: a permission wall managed through an online registration system, weekly patrols of the area and removal of unwanted tagging on specified walls (cleared, covered with solid paint or with new street art); and quarterly paint jam events in the laneway where cars are temporarily relocated to the Centrepoint Car Park.

This contract will be for an initial 3-year period with an option to extend.

Before the Vibrance Festival in 2017, Bidencopes Lane was a grey-walled space frequently targeted by graffiti. The City of Hobart’s Cleansing Team conducted daily patrols to manage ongoing tagging. The lane was also considered unsafe and was often avoided due to anti-social behaviour.

In 2017 the Vibrance Festival turned Bidencopes Lane into Tasmania’s largest outdoor gallery featuring 30 artworks and changing the character of the space, attracting visitors and local community to view the works. This space is now managed by the Vibrance group with regular patrols and paint jams to refresh content and get rid of any unwanted tagging.

The City of Hobart has developed an Urban Art Walls walking map that showcases Bidencopes Lane as a key destination, drawing thousands of visitors annually to experience its vibrant street art. Bidencopes Lane is now regularly featured on social media for advertising and operates as a venue for events including Night Mass, Dark Mofo, paint jams, film nights and live music.

These services benefit the community, surrounding businesses and local street artists who have few ways to legally engage with their creative practice.

SCOPE

These Management Services of this street-art based program include:

• A series of permission walls managed through an online registration system;

• Curation of the artwork including commissioning new works as needed;

• weekly patrols of the area and removal of unwanted tagging on specified walls (cleared, covered with solid paint or with new street art);

• quarterly paint jam events in the laneway where cars are temporarily relocated to the Centrepoint Car Park;

• Contributing to the planning and development of Bidencopes Lane as an important civic space in Hobart alongside the Creative Hobart team.

Service providers must be

• Locally based and with established connections to the Tasmanian street art community

• Able to respond at short notice to maintenance requests

• Able to manage the program to a high standard of safety and integrity

• Able to contribute to the strategic planning and development of the space.
