Expression of Interest Peterborough Swimming Pool – Third Party Operational Management

⁠⁠⁠The District Council of Peterborough is inviting Expressions of Interest (EOI) from suitably qualified community groups, incorporated associations, sporting organisations, not-for-profit organisations, businesses, or other interested parties to operate and manage the Peterborough Swimming Pool under a proposed third party operational management model for the 2026/2027 season.

Council has developed a proposed business model which aims to improve the long-term financial sustainability of the Swimming Pool whilst maintaining the facility as an important recreational and community asset for Peterborough and the surrounding region.

Under the proposed model:

• Council would retain ownership of the facility;
• Council would continue to contribute toward major maintenance and a portion of utility costs; and
• An external operator would undertake day-to-day operational management under a formal agreement with Council.

Council is seeking Expressions of Interest from organisations, groups, businesses, or individuals that may have the capacity, experience, and interest to:

• Manage daily pool operations;
• Coordinate staffing and volunteers;
• Maintain compliance with relevant safety and legislative requirements;
• Promote and activate the facility for community benefit; and
• Work collaboratively with Council to support the ongoing sustainability of the facility.

EOIs may include:

• Details of the organisation/group/business;
• Relevant experience and capability;
• Proposed operational approach;
• Ideas for community activation and programming;
• Financial and operational considerations; and
• Any other relevant information.

Previous years financial information and further operational information can be provided following the initial Expression of Interest process to shortlisted respondents or upon request.

The Expression of Interest period will remain open for 30 days and closes at 5:00pm on Wednesday, 24 June 2026.
