Tender Description

⁠⁠⁠Introduction

Powerlink is undertaking a market evaluation to identify suitably capable and qualified local and Indigenous businesses interested in providing Water Management - dust suppression for renewable energy transmission infrastructure projects in Central Queensland.

The projects involve the planning, development and delivery of new high voltage transmission infrastructure, including transmission lines, substations and associated access tracks.

The Expression of Interest (EOI) process is intended to identify suppliers with the capability and experience to support project biosecurity requirements during planning, construction and operational activities.

Engagement

This EOI, and all associated documentation, is the first step in engagement, as the GP enters into the early stages of project development. Details are provided as information only and do not constitute a final design, a scope of work, or an instruction to procure. All project details are subject to change and project development approval processes.

By registering for the Expression of Interest (EOI) process, suppliers acknowledge and accept that their participation does not guarantee inclusion in future procurement activities and that Powerlink retains full discretion in its procurement decisions.

Type of Works

This EOI is for suppliers with an Australian Business Number (ABN) and demonstrated capability in delivering water management - dust suppression.

  •  Potential services may include activities, plant, equipment and support services associated with water management and dust suppression requirements.
  •  Further scope detail may be developed as project planning, approvals and procurement activities progress.

Insurance, Licences and Workplace Health and Safety

Safety is a priority for the project and suppliers will be required to comply with all applicable Powerlink Workplace Health and Safety requirements.

Suppliers may be required to provide evidence of:

  •  Public Liability Insurance ($10 million)
  •  WorkCover Insurance
  •  Relevant licences and accreditations 
  •  Relevant environmental and biosecurity competencies

All suppliers must comply with applicable Workplace Health and Safety and environmental legislation.

Additional Requirements

  •  Suppliers will be required to meet procurement entity prequalification, safety and compliance requirements and demonstrate ethical standards of practice and employment.
  •  Suppliers may be required to coordinate activities with landholders, Traditional Owner groups, environmental representatives and other stakeholders.
  •  Powerlink expects suppliers delivering project works to support local and Indigenous participation objectives and provide accurate reporting where requested.
  •  Suppliers contracted to the project may be required to maintain appropriate records and contribute to reporting obligations associated with the Queensland Procurement Policy 2026, Queensland Charter for Local Content and other applicable participation frameworks.
  •  Suppliers may be required to comply with project environmental, cultural heritage and biosecurity management requirements.
