Wagga Wagga Strategic Traffic Model Update

⁠⁠⁠Wagga Wagga City Council invites quotations from suitably qualified transport modelling consultants (the Consultant) to consolidate multiple existing traffic models into a single, coherent modelling suite within Aimsun Next Expert. This includes developing the modelling architecture across strategic, mesoscopic and microscopic tiers. The scope includes rebuilding the strategic modelling component within Aimsun Next Expert, calibrating and validating current year base models, and developing future year scenarios at fiveyear intervals over a thirty 30year planning horizon.

The engagement also requires the provision of comprehensive documentation, reproducible modelling workflows, training for Council staff, and a standing offer arrangement for ongoing technical support services. In addition, the Consultant will be required to provide a provisional sum and/or contracted rates for future five yearly recalibration and model resets.

SCOPE

The purpose of this RFT is to engage a suitably qualified consultant to undertake the following services:

1. upgrade the existing Wagga Wagga strategic traffic and network models, including:

a. migrating both models from the EMME platform into the Aimsun Next Expert software package;

b. expanding the model extents to align with the desired full spatial limits of the LGA;

c. undertaking calibration of a current year model using contemporary datasets consistent with the (2026) census year; and

d. developing six (6) future year models at five year increments to 2056, representing 30 year planning horizon, using projected population forecasts and planned road network upgrades.

2. Using the upgraded strategic and network models, undertake detailed modelling of the Glenfield Road corridor to determine the required scope, configuration, and timing of future upgrades;

3. provide a standing offer for ongoing technical support and traffic modelling services to assist Council with future planning and assessment needs; and

4. deliver training to Council staff to enable them to run, modify, and maintain the model, and to effectively interpret and utilise model outputs.

NOTE: Existing traffic models and datasets covering the urban areas of Wagga Wagga can be requested from Council.
