Confidentiality Deed - HRIS Platform Procurement Tender

⁠⁠⁠Port Authority is seeking to procure a single, integrated Human Resources Information System (HRIS) platform to replace the multiple, fragmented HR platforms currently in use across the organisation.

Project Objective

The objective of this project is to establish a single source of truth for employee data, enhance compliance and risk management, improve operational efficiency, and deliver an improved employee and manager experience across the full employee lifecycle.

Solution Requirements

The proposed HRIS must be:

• Cloud-based, scalable, and suitable for a medium to large organisation operating in a complex, operationally intensive, safety-critical and highly regulated environment.

• Capable of delivering core HR functionality, including employee records management, recruitment, onboarding, offboarding, and performance management.

• Able to support optional modules including payroll, workforce scheduling/rostering, learning and development, and value-add features such as employee recognition.

The system must also provide configurable workflows, role-based access controls, audit logging, reporting and analytics, and employee and manager self-service functionality.

Data Residency and Compliance

All HRIS data must be stored and processed within Australia, with a preference for New South Wales.

Where Australian-based data storage and processing are not currently available, Tenderers must clearly outline how data will be managed in compliance with relevant legislation, including:

• Privacy and Personal Information Protection Act 1998 (NSW)

• State Records Act 1998 (NSW)

• Privacy Act 1988 (Cth)

• Security of Critical Infrastructure Act 2018 (Cth) (SOCI), including any applicable Port Authority directions and associated rules or regulations

Tenderers must also identify and explain any impacts that these requirements may have on solution delivery, hosting arrangements, and pricing.
