Tender Description

⁠⁠⁠Council is inviting expressions of interests (EOI) for two commission opportunities to design artwork for vehicle wraps. These will be placed on Library Outreach Vehicles in the financial year 2026-2027.

These commission opportunities are open to artists who are residents of the City of Moreton Bay and have proven digital design capabilities. This commission offers a unique opportunity to create a highly visible, public-facing artwork that is mobile, functional, and deeply connected to community life.

Successful artists

Successful artists will be required to:

  • Design and deliver a creative workshop for local community members.
  • Create a design for a vehicle wrap to the design specifications provided.
  • Present that design for feedback.
  • Deliver the final work as a print-ready vector file that can be delivered to the manufacturer of the vehicle wraps.

The successful artists will be paid:

  • a concept design fee of $3000
  • a design development fee/licensing of $4500
  • a workshop fee of $840 (includes a $140 materials fee)

Superannuation will also be included.

Community workshops

As part of the design phase, each artist will design and deliver a creative workshop for local community members who use library outreach vehicle services. These workshops provide local community members with an opportunity to share what this service means to them. It is not about co-designing the mural/vehicle wrap. It is important that the artist is responsible for the design.

Additionally, the workshops provide participants with:

  • an artist-led creative experience
  • some insight into the artist’s creative process
  • sense of local ownership and pride in the upcoming vehicle artwork.

About the library outreach vehicles

Council has two new Library Outreach Vehicles that deliver Library services to smaller and more remote areas of City of Moreton Bay. These new library outreach vehicles are versatile 'library links' that help to meet community needs. They provide residents of remote areas of the city with opportunities to:

  • participate in selected library programs
  • borrow from a representative range of physical library collection items
  • access free WiFi
  • collect reserved library items
  • get Device Advice
  • access readers advisory services
  • discover and explore our full range of in-person and digital library services, programs, collections and locations across the city.

The outreach vehicles will visit scheduled sites at least once per fortnight, stopping for varying lengths of time at each location, ranging from 1 to 7 hours.

In addition to a regular timetable of stops across the city for customers to get on board, the library outreach vehicles will also go to key community festivals and events to deliver enriched outreach outcomes in a safe and increasingly strategic manner.

Curatorial themes

Artists are invited to respond to the following interconnected themes:

Flights of Imagination: Library services can foster the conditions for ideas to grow through learning and creative exchange. Library visitors are invited to think beyond the limits of the everyday. Artists may respond to this sense of possibility and openness and explore ideas of imagination.

Journeying: These outreach vehicles are continually on the move, travelling across the City of Moreton Bay and connecting with communities in many different contexts. Artists might consider ideas of travel or journeys and how movement can create connection, exchange, and shared experiences.

Discovering Stories: Library services share all kinds of stories. They can be personal, imagined, historical, scientific, speculative, traditional or experimental. Artists are encouraged to approach storytelling conceptually and reflect on the process of discovering new ideas through storytelling.

The artwork concept design will also need to:

  • Have a broad appeal to all ages and the diversity of communities, people and stories.
  • Be contemporary.
  • Not be in the vein of a children’s book illustration.
  • Have an element in the artwork that can be used as a border on the back and front of the vehicle to ‘frame’ them as ‘travelling billboards’ that feature the title of the vehicle and information about programming.

Design specifications

The finished vehicle wraps will cover the two long sides of the truck, each measuring 5.9 metres by 2.7 metres.

The left side of the truck has two doors that visitors will use to enter and exit the vehicle. When stationary, these doors will have steps extending from them to ground level. It also has two windows and smaller doors that can be opened to allow access to the library shelves from the outside.

The right side of the truck has 3 windows in it.

The wrap will not cover the 5 windows or the 2 main doors on the truck, as shown in the specifications and diagrams of the Library Outreach vehicles. The artwork design should consider the placement of the windows, doors and steps so as not to place any important design elements over these sections of the vehicle.

The front of the truck (above the cab) and the back of the truck will have a small border around the edges with a maximum width of 50 centimetres. This border can be a continuation of the main design wrapping around the edges of the truck, or can be separated but consist of repeated elements from the main artwork. This border will frame the back and front of the truck as travelling billboards that can feature information about programming and needs to be designed for visual continuity with the main artwork on the other sides of the vehicle.

By submitting an EOI you are confirming your availability for the following program:

  • EOI opens: 25 May 2026

  • Artists notified of outcome: 10 July 2026
  • Concept design: 10 July to 15 September 2026
  • Artist workshop: between 24 and 29 August 2026, TBC
  • Concept design presentation: 16 September 2026
  • Design development: 10 September to 16 November 2026
  • Files due for manufacturer: 16 November 2026

Assessment criteria

Expressions of interest from artists will be considered against the following criteria:

  • Strength and merit of artistic practice.
  • Connection and relevance to the context of the mural site/s.
  • Shows an understanding of making art for the public realm.
