Tender Description

⁠⁠⁠1. INTRODUCTION:

The University is seeking going to market for telecommunication services to deliver a comprehensive suite of services across fixed line, mobile, internet/data, and telecom expense management. The objective is to review and consolidate where appropriate and simplify telecommunications services, improve service delivery for students and staff, enhance customer support, and achieve cost efficiencies and value-added benefits

2. RFP BACKGROUND:

Flinders University (The University) facilitates telecommunications services to staff. Currently supporting these requirements, there are a range of telecoms services from;

  • TPG/Vocus (Internet / Data / Fixed Voice)
  • Telstra (Mobile, Fixed Voice)
  • Optus (Mobile)
  • JCurve (Jtel Telecoms Expense Management)

The management of multiple telecommunications vendors can result in increased operational complexity, including the need to manage multiple processes, systems and support arrangements. In addition to this the current state of data services is to migrate from a variety of IPVPN (MPLS) managed solutions and separate internet services to an in-house SDWAN that will require internet accesses.

The University is seeking responses from suitably qualified suppliers for the provision of telecommunications services across one or more of the following service towers:

  • Mobile Services (Voice, Data and Support)
  • Fixed Internet Services
  • Fixed Voice Services
  • Telecommunications Expense Management Services (TEMS)

The University intends to award one or more contracts for an initial term of three (3) years. Respondents may submit proposals for any individual tower, multiple towers, or all towers.

Where respondents are proposing Telecommunications Expense Management Services (TEMS), the solution must be capable of supporting a multi-vendor environment. While the University may elect to consolidate services with a single supplier, respondents must demonstrate the ability to effectively manage and support scenarios involving multiple telecommunications service providers.
