1 Portfolio Manager

⁠⁠⁠This procurement is intended to engage the services of a suitably qualified candidate with technical skills to support the Employment and Workforce Group (EWG) Executive Team and Governance Board.

The Portfolio Manager will oversee and assure the development of several Employment and Workforce Group IT projects within the Department - but not build /deliver as this work will occur in the Digital Experience and Solutions Division (DESD) in Corporate.

The EWG Executive Team must provide Senior Responsible Officer (SRO) oversight over multiple impending projects to enhance and uplift the Employment Services Systems ahead of Employment Services Reforms. These requirements cross over multiple IT systems, services and business areas with responsibility for policies and procedures that will support the reform agenda. Various business owners within EWG will hold responsibility for their own policy streams, with the potential for conflict and misunderstanding of priorities for delivery of reformed systems.

Key requirements of the position include:

• Being accountable to the DEWR Employment and Workforce Group Senior Executive and Governance Board for Employment Services Reforms
• Oversight over multiple IT 2026-27 projects to enhance and uplift the Employment Services IT System ahead of more comprehensive Reforms from 2028
• Monitors delivery performance and intervenes decisively to address issues, remove barriers and maintain delivery confidence, or escalating to Executive where re-prioritisation or project scope alterations might be required.
• Advise on/consider transition arrangements as deliverables shift to sustainment
• Advise on testing and assurance activities to ensure the project deliverables will deliver against the intended scope

Governance and Risk

• Facilitation of appropriate risk oversight including risk planning and mitigant recommendations to the Executive through the lifecycle of the projects
• Maintain oversight and escalation of risk issues, identification and alert to Executive on prioritisation and dependency issues,
• Monitors project delivery timeframes and scope providing advice and recommendations to overcome roadblocks ensuring key decisions are registered and implemented

Stakeholder and Partner Engagement

• Provide impartial advice to key decision makers on progress of projects
• Co-ordinate and act as the primary senior interface with internal delivery partners, ensuring alignment, transparency and shared accountability for outcomes
• Builds and sustains trusted relationships with senior stakeholders across DEWR (with a particular emphasis on Digital Experience and Solutions Division) and, where required, external partners.
