The Department of Primary Industries and Regional Development (DPIRD) seeks a commercial off‑the‑shelf (COTS) Software‑as‑a‑Service (SaaS) data platform (referred to as the platform in this Request document) delivered via a secure vendor‑hosted online web portal, that enables DPIRD and the nine Regional Development Commissions (RDCs) to access, analyse and report on datasets for Western Australia, supported by ongoing training and user support.
DPIRD and Regional Development Commission staff across the nine regional government areas apply data and analysis tools to assist in understanding and communicating potential regional impacts of policies and projects. Regional overviews are hosted on public access websites to enable convenient and current statistical information for broader public audiences. This will require a broad platform of regional datasets delivered via an online web platform interface.
To meet business needs, a platform of current economic and demographic data, that has area-specific profiling and impact assessment capability at the local government, regional and state levels for Western Australia, is required.
The datasets help provide insights into the performance of key components of the State’s regional economies, changes / trends across regions and performance relative to other areas. DPIRD also uses regional profile data and information on an ad hoc request basis to support staff across government agencies in carrying out its regulatory functions.
The platform will need to be able to:
(a) aggregate/ disaggregate (e.g. disaggregate regions to local government level) and filter data, and relate the data to a spatial context;
(b) create charts, generate reports, and export data that can be displayed in a variety of formats that can be integrated into other applications and presentations (e.g. Microsoft Excel and Word);
(c) be easily customisable (e.g. filtering variables across datasets) to allow staff to make selections on the type of information to be presented; and
(d) allow for economic and community impact modelling to demonstrate potential regional impacts of change (included as a tool for staff to self-model potential project impacts).
Relevant training and service support to use the data service will also be required.
