Glenelg Shire Council is seeking submissions from suitably experienced and qualified consultants to undertake a feasibility study for the construction of new footpaths along North Nelson Road, Nelson. The proposed footpath would connect Simsons Landing Road to Portland-Nelson Road, improving pedestrian safety and accessibility for residents and visitors.
Council has received community feedback highlighting the need for improved pedestrian infrastructure on this road considering the high volume of pedestrian traffic between the caravan park and Portland-Nelson Road. The route presents several constraints, including narrow shoulders, land contour, drainage considerations, vegetation, and potential service conflicts. A feasibility assessment is required to determine viable alignment options, associated costs, and delivery considerations. The assessment must address interface and connectivity with the Portland–Nelson Road including Leake Street Playground and BP Service Station.
The consultant will be required to undertake the feasibility assessment in accordance with relevant Australian standards and best practice pedestrian infrastructure guidelines, including but not limited to Austroads Guides and the AS 1428 series. The study must include a review of existing site conditions, identification of all relevant constraints, development of alignment options, assessment of technical and environmental considerations, preparation of cost estimates, and list of all the required permits and approvals, including Cultural Heritage.
The comprehensive feasibility study shall include:
- Site Assessment including elevation and contours
- Alignment options
- Technical considerations
- Recommendation
- Identification of required permits and approvals including Cultural Heritage
- Cost estimates in relation to the recommendation
- CAD files to support recommendation if required.
Note: Gender Impact Assessment (GIA) will be provided by the Council.
This work must be provided in accordance with all regulatory, statutory and legislative requirements including to meet the following:
- Austroads- Guide to Road Design Part 6A: Paths for Walking and Cycling.
- Infrastructure Design Manual for Local Government Local Government Infrastructure Design Association.
- AS 1428.1 – Design for Access and Mobility.
