Expression of Interest - Thriving Kids Program

⁠⁠⁠Thriving Kids (formerly referred to as Foundational Supports) will support children 8 and under with developmental delay and/or autism with low to moderate needs, and their families, carers and kin.

Project goals

The Department of Communities and Justice (DCJ) will partner with non-Government organisations (NGOs) to deliver a mix of supports designed to help children thrive in everyday settings and to strengthen families’ confidence to support their child’s development.

Procurement will involve a two stage process with an Expression of Interest (EOI) to be followed by a Request for Tender (RFT) for new services to commence from October 2026. Further procurement activities will occur for additional services to commence in 2027.

The goals of the EOI are to:

• Identify interested, eligibile and suitably qualified organisations with the capability and capacity to deliver the Thriving Kids program

• Select organisations that will be invited to progress to the RFT stage (noting submission of an EOI does not guarantee invitation).

Scope

The Thriving Kids program is an early intervention program that delivers time-limited services for children aged 8 years and under with autism and/or developmental delay and low to moderate support needs, and their families, carers and kin.

It provides practical, family centred assistance, grounded in the understanding that families are central to a child’s development. It is designed to support children and families early, build family confidence and strengthen participation in everyday environments by focusing on empowering parents and caregivers with the knowledge, skills, and confidence to support their child’s development within daily routines and settings.

Thriving Kids comprise two core service streams:

• General supports: available to families who have concerns about their child’s development.

• Targeted supports: for children who need extra help for a specific period of time. Supports are goal focused and include coordination of Thriving Kids supports for the family.

Services are expected to be family-centred, culturally safe, accessible, and delivered in community settings, including outreach. Support may include support plan development, delivery of time-limited, evidence-informed interventions and coaching, parent/carer education and capacity building, coordination with mainstream and community services, and monitoring of and reporting on outcomes.

Additional details/instructions

This EOI is for the Thriving Kids Program and seeks interested providers to respond to questions on their organisational capability and capacity, service model approach, workforce, governance, regional coverage, and readiness to commence delivery of Thriving Kids. Respondents who successfully address the critieria outlined in the EOI will be invited to particpate in a RFT.

The upcoming tender opportunity can only be accessed and responded via the Department’s end to end procurement system, Procurement Central. Any submission lodged outside of Procurement Central will not be considered by the Department.
