Business Model, Corporate Governance Review & Director Capacity Building Report

⁠⁠⁠Kalkadoon PBC seeks a suitably qualified consultant to develop a BUSINESS MODEL for the proposed Kalkadoon Heritage and Community Centre. The outcomes should include:

1. Review and develop a plan to improve the organisational structure and corporate governance of Kalkadoon PBC (Business Model).

2. Develop a plan for the establishment and operation of a Cultural, Tourism and Economic Precinct on Kalkadoon Land (Cultural, Tourism and Economic Precinct Plan).

3. Strengthen the capacity of Directors and other board members through identifying training and development programs to support improved corporate compliance, program delivery, and general operations

The Kalkadoon PBC is located in Mount Isa Queensland. Remote completion of the reporting will be considered although it is expected that the successful Tender will include at least one personal visit to the region. Preference will be given to companies with close connection to the area.

The Kalkadoon PBC is operating under a NIAA Grant which specifies the following outcomes:

4. Project Deliverables Develop Business Model

4.1 The Provider must review and develop a plan to improve the organisational structure and corporate governance of Kalkadoon PBC (Business Model). The final Business Model is to be submitted to the Commonwealth in line with this timeline outlined at clause 7.1 of this schedule.

4.2 The Business Model must at a minimum, outline the Kalkadoon PBC’s:

a) Existing organisational structure and corporate governance.

b) Revised governance model.

c) Sustainable staffing and transition plan.

4.3 The Provider must submit a draft of the Plan to the Commonwealth for review and quality assurance. The purpose of this review is to ensure the plan meets required standards under this Agreement, but the Commonwealth will not seek to revise or alter agreed corporate governance structures identified by the Kalkadoon PBC, though may make suggestions for consideration.

This project is Stage 1 of 3 and advance notice of the later stages is also identified in the complete tender document. Separate Tenders will be released in 2026/27 for later stages, and companies with capacity to complete additional stages are encouraged to apply.
