Standing Offer Arrangement for Accreditation Service Providers for MNHHS

⁠⁠⁠Invitation to Offer for a Standing Offer Arrangement for Accreditation Service Providers for Metro North Hospital and Health Service.

Scope:

The Supplier will be responsible for all work done whether performed by the Supplier’s representatives, including workers, sub-contractors and key personnel, or by MNHHS approved subcontractors appointed by the Supplier.

All work must be carried out in such a manner to minimise disruption to MNHHS service delivery.

The primary objectives of this procurement are:

(a) Engage an Approved Quality Auditor to conduct the following certification audits across MNHHS:

a. National Safety and Quality Health Service (NSQHS) Standards

b. National Clinical Trials Governance Framework (NCTGF)

c. National Disability Insurance Scheme (NDIS)

d. Rainbow Health Australia Framework

(b) Confirm ongoing compliance with the relevant Standards and verify that no significant changes have occurred once the initial certification audit is conducted.

(c) Ensure the mid-term audit supports Metro North Health’s obligations.

(d) Contribute to Metro North Health’s strategic objectives by supporting safe, high-quality, person-centred services that deliver value, improve outcomes and maintain accountability.

The Supplier is to:

(a) Provide a clear outline of the proposed methodology for completing the midterm certification audit.

(b) Detail the required onsite and/or desktop audit components and associated timeframes.

(c) Identify the sources of evidence required from the services, including documentation, observations and interviews.

(d) Outline how evidence and audit materials will be collected, stored and shared using secure, approved channels (no private or personal email accounts), and confirm the process for submitting the final audit report to the relevant governing body.

(e) Advise how audit findings will be communicated throughout the process. MNHHS will provide access to:

(a) Systems records, evidence and data sets necessary to undertake accreditation assessments, as required;

(b) Access to service premises, key staff and stakeholders as required;

(c) Meeting rooms, facilitation of meetings and co-operation for assessments as required;

(d) Appropriate workspaces as required.
