Tender Description
The NSW Government is undertaking a comprehensive property audit (the Audit) consisting of a review of Government owned land that could potentially be used to address the NSW housing supply shortage or be repurposed for other strategic priorities.
Property and Development NSW (PDNSW) has undertaken desktop due diligence focused on identifying NSW Government owned land located in priority locations and assessing whether that land could be used to deliver housing or be repurposed for other strategic government priorities. A planner is required to provide expert planning advice. This advice, together with the economic, environmental and legal reviews undertaken by other consultants engaged as part of the Audit, will inform preliminary due diligence reports and options analysis for the properties selected during the desktop due diligence phase.
A copy of PDNSW template Preliminary Due Diligence Report for Housing is provided at Attachment B. This is to provide background on PDNSWs deliverable in connection with other consultant advice. In addition to delivering the planning advice report outlined in the below scope, the consultant will need to complete the relevant slides which will be consistent with Section 3 – Planning Overview.
Scope
The Planner is required to review the site desktop due diligence and legal due diligence reports provided by PDNSW and undertake the following services depending on the identified land use outcome. These are to be one of three distinct report types, of which PDNSW will elect and identify which report is to be provided upon briefing each Tranche of properties. The three reports are:
1. Housing Identified Site
2. Highest & Best Use Site
3. Direct Use Site
