Tender Description
The Territory wishes to engage a suitably qualified and an ACT licenced Contractor to provide First Aid service for the Events owned and operated by Events ACT (the Services).
First Aid Services
The Contractor is required to provide First Aid Services to multiple Events including Bump In and Bump Out periods. In accordance with the relevant Australian standards and appropriate legislation, these services will include, but not be limited to, the following;
a) the supply of suitably qualified and trained medical and first aid personnel with appropriate Medicines and Poisons Licence,
b) the supply of first aid equipment to set up a designated first aid location within the event site,
c) The supply of first aid supplies (including regulated medicines if holding the appropriate ACT Medicines and Poisons Licence) to use in the first aid location within the event site,
d) consulting with the Event Manager and/or their delegate from Events ACT regarding any first aid, operational or emergency management matters, including incident debriefing as requested by the Event Manager;
e) attending, participating in and contributing to pre-event planning meetings involving first aid and emergency management procedures;
f) providing deployable transport to move first aid equipment, supplies and patients throughout the Floriade and Enlighten event site. it is recommended that this be in the form of a small electric buggy for manoeuvring through large crowds;
g) communicate using the event radio control system and report to Event Management in accordance with the Event Emergency Management Plan;
h) ensuring the designated first aid room on site is always staffed during operational hours (or as requested by the Event Manager) throughout each event. Any additional staff rostered, when not required at the designated first aid room, are to be roving the Event site in busy periods;
i) as requested, provide a representative to the Event Operations Centre (EOC) as part of a unified command team (weekends and busy periods only);
j) act in good faith to maintain standards of customer service and comply will all relevant legislation and standards;
k) agree to mutually resolve conflicts as soon as practicable and to the satisfaction of both parties; and
l) provide all deliverables and reports required under this arrangement to ensure the successful delivery of the services.
Personnel
The Contractor will provide appropriately qualified and experienced Personnel to perform the Services including;
a) Supervisor to oversee all works associated with the Services to act as a point of contact for the Territory;
b) ensuring all Personnel engaged have the relevant qualifications, training, skills and knowledge appropriate to undertake the Services in a safe manner including training with crowded places and mass gatherings;
c) conducting a compulsory Induction Session for Personnel for each individual site on the Event requirements and provide the signed declaration form of the attendance of Personnel at the session to the Territory during Bump In;
d) appropriately supervising Personnel to ensure all Services are delivered in accordance with the requirements of the Agreement and any relevant legislation, Industry Best Practice or Australian Standard; and
e) ensuring all Personnel are dressed in a neat, tidy and appropriate manner, with uniforms to include company identification.
Supply of Equipment
The Contractor will;
a) supply all first aid equipment required to deliver the Services including the delivery, operation, and removal of this Equipment;
b) ensure all first aid equipment supplied is fit for purpose; and
c) ensure all mobile first aid equipment is only operated by suitably certified, licenced and experienced staff.
Provisions
Events ACT will provide the successful Respondent with the following for each event;
a) A specific First Aid room that will be connected to power and be fitted with an air conditioning unit (Floriade only), one table, four chairs and one bar refrigerator (Floriade only);
b) Suitable space for a medical response vehicle to be located close to the First Aid rooms, allowing for casualty retrieval and treatment prior to dispatch to local medical facilities;
c) Event UHF radio/s for the on-site communication of all First Aid issues and responses; and
d) Event documentation including the Emergency Management Plan Operations Plan, and the event grid reference map.
