Tender Description

⁠⁠⁠Snowy Monaro Regional Council is wanting to establish a pre-approved group of suppliers or contractors through this RFT process, to provide strategic land use planning and development contribution services on an as-needed basis. The panel is non-exclusive and does not guarantee any volume or exclusivity of work. The panel’s purpose is to streamline procurement activities, improve compliance, ensure value-for-money, and support operational efficiency by allowing Council staff to directly engage approved suppliers from the panel in accordance with applicable procurement thresholds and procedures. The panel provides Council with a ready pool of pre-approved suppliers who can be invited to quote for work on a project-by-project basis and it allows suppliers to have access to business opportunities.

Council is inviting submissions from suitably qualified and experienced strategic land use planning and development contribution professionals, to seek appointment to the panel. Successful respondents will be appointed to an internal preferred supplier panel for a period of two (2) years with an option for a further one (1) year extension at Council’s discretion. Please note that appointment to the panel does not constitute an exclusive supply arrangement.

Interested parties are requested to complete the enclosed Schedule of Rates template (Vol 4 - Schedule of rates) outlining proposed rates that will remain valid for the term of the panel. The panel will be used to facilitate engagement of suppliers for smaller or timesensitive works. Where appropriate, panel members may also be invited to quote for larger scoped projects up to a value of $250,000.00 (inclusive of GST). All projects or engagements exceeding this threshold will be subjected to a separate competitive tender process in accordance with the Local Government Act 1993, associated regulations, and Council’s Procurement Policy.
