Tender Description
This Tender is invited by the Issuer.
To procure an external assurance service for the My Health Record on FHIR project to conduct project and technical assurance activities.
The external assurance provider will undertake an independent health check focused on assessing whether the project is appropriately positioned to successfully progress through the Delivery phase. The review will consider, at a minimum:
- overall delivery confidence against approved scope, schedule, budget and benefits
- effectiveness of governance and assurance arrangements
- risk, issue and dependency management
- readiness to progress through key delivery milestones
- capability and capacity of delivery arrangements (including suppliers and internal resourcing) assurance of:
- technical requirements including DevOps review of stories and features
- development environment implementation review
- alignment with the DTA Investment Oversight Framework and Assurance Framework
- evidence supporting the proposed DCA rating.
The assurance will be evidence-based and informed by documentation review, interviews with key stakeholders and analysis of delivery artefacts, and will focus on forward-looking risks and delivery sustainability.
