Project goals

This relates to Phase 1a - Expression of Interest - for this procurement.

Blacktown City Council is seeking to digitally transform its field workforce operations through TechnologyOne Field Apps.

Key goals include:

• Eliminate paper-based field operations across 150 crews managing 70,000+ infrastructure assets
• Improve real-time visibility of work progress, asset condition and crew activity
• Integrate field operations with TechnologyOne EAM, GIS, CRM and financial systems
• Improve asset data quality and lifecycle management
• Enable accurate job costing and financial reporting at work order level
• Demonstrate compliance with WHS, Chain of Responsibility and audit requirements
• Improve customer experience through real-time service request updates

Scope

Phase 1a – EOI - Analysis & Discovery (Return Brief):

• Assessment of current TechnologyOne EAM configuration, data quality and workflows
• Stakeholder workshops with executive, ICT, finance, asset management, WHS and field crew teams
• Business process assessment across planning, scheduling, field execution and cost capture
• Integration analysis across TechnologyOne, GIS, CRM and financial systems
• Device, access, SSO and MFA requirements assessment
• Data quality assessment and remediation recommendations
• Delivery of a comprehensive costed Return Brief for Phase 2 implementation.

Shortlisted suppliers will be engaged via a separate paid RFQ process

Additional details/instructions

1. Suppliers must be registered on the NSW Government SCM0020 – ICT Services Panel to be eligible to respond.
2. The proposed solution must utilise TechnologyOne Field Apps.
3. Detailed technical solutions and pricing are not required at this EOI stage.
4. All enquiries must be submitted through NSW Buy. Direct contact with Council staff is not permitted.
