Tender Description

⁠⁠⁠The Lord Howe Island Board (LHIB) are seeking quotations from skilled local contractors to modify two existing boot-hygiene stations. These modified stations will serve as prototypes for a proposed upgrade to all the stations on the island.

Boot-hygiene stations are a key part of the Board’s biosecurity program. They help control the spread of potentially harmful pathogens across the island. They must be effective, easy to use and durable to ensure a high level of compliance by users.

Scope of Works

The required services include, but are not limited to:

  • Designing modifications to one large station and one small station.
  • Consultation with LHIB during the design stage to ensure the proposed modifications meet functional and operational biosecurity requirements.
  • Fabrication primarily with marine grade aluminium/ stainless steel and other materials if required.
  • Installation of the stations for a trial period.
  • Further modification of the prototype if required.

Darryl Birch, Team Leader Biosecurity, is available to discuss the proposed design parameters and arrange a field visit to the stations in situ. This will occur on receipt of the submissions.

Project Timeline

LHIB anticipates that the prototype stations will be designed, fabricated and installed in 2026. The exact timing will be agreed with the successful contractor following evaluation of submissions.

Evaluation of Submissions

The Board will evaluate submissions against the following measurable criteria, which must be addressed in the submission:

  • Design quality and suitability

Demonstrated alignment of the proposed design approach with functional, operational, and biosecurity requirements, for one large and one small boot hygiene station.

  • Engineering and fabrication experience

Evidence of relevant engineering and aluminium fabrication experience.

  • Value for money

Demonstrated cost effectiveness of the quoted price for the full scope of works (design and construct) compared with other conforming submissions.

  • Licences and insurance

Provision of current and valid evidence of a relevant business licence, public liability and workers compensation insurances.

  • Delivery timeframe

Likelihood of delivery within the agreed timeframe, assessed by a detailed project schedule with key milestones to meet the required completion date - end 2026.

Work Health and Safety:

The contractor must comply with all applicable work health and safety legislation and industry standards. The contractor must comply with LHIB site-specific safety requirements and relevant LHIB Job Safety Analyses where applicable to the works.

Approval of Works

On completion of the works, the contractor must notify LHIB and provide evidence that the work is complete. Payment will follow confirmation that the works have been completed in accordance with the agreed scope.

Any design concepts, drawings or prototype modifications developed as part of this engagement will become the intellectual property of the Lord Howe Island Board.
