Tender Description

⁠⁠⁠NQBP a experienced Contractor to undertake a Port Wide Risk Assessment for the Port of Hay Point (“Risk Assessment”). The Risk Assessment is to address the full range of marine navigational activities from Port limits through to berthing, anchorage operations, and vessel activities while alongside the berths as set out in Scope of Works.

The Contractor must provide the following key deliverables:

1. Port Wide Marine Risk Register

  • A comprehensive marine risk register for all Port of Hay Point jurisdictional waters.
  • Identification of risks based on objective and factual evidence, including relevant incident history, near miss data and trend analysis.
  • Documentation of hazards, credible initiating events, potential causes, consequences and existing controls.

2. Risk Quantification and Prioritisation

  • Assessment of risks in accordance with NQBP’s Marine Risk Appetite, Risk Criteria, Risk Matrix and Evaluation Criteria.
  • Ranking of risks in order of priority, informed by frequency evidence and consequence impacts across defined consequence categories.

3. Control Identification and Validation

  • Identification and documentation of existing risk controls.
  • Validation that controls are implemented, operating as intended and effective.

4. Gap Analysis and Recommendations

  • Assessment of control effectiveness, with particular focus on higher ranked risks.
  • Identification of gaps, vulnerabilities and areas of insufficient assurance.
  • Clear, practical and prioritised recommendations for risk control improvement and enhancement.

5. Risk Management System Mapping

  • Mapping of current risk management arrangements against the assessed risks.
  • Evaluation of the effectiveness and efficiency of existing risk mitigation measures.

6. Shared and State Significant Risks

  • Identification of risks that are shared with external stakeholders and/or are of state or region wide significance.
  • Consideration of shared responsibilities and interfaces in the assessment of control effectiveness and risk treatment.

7. Key Risk Indicators

  • Identification of existing key risk indicators used to monitor significant marine risks.
  • Recommendations for enhanced or additional key risk indicators and ongoing monitoring arrangements.

8. Risk Assessment Report

  • A comprehensive report documenting the methodology, analysis, findings and recommendations.
  • An executive summary to be provided to NQBP’s Senior Management and Board consideration.
