Tender Description

⁠⁠⁠Call for Registrations of Interest for the Development Finance Entity Package for the New England Renewable Energy Zone.

Project goals

EnergyCo is leading the planning and coordination of Renewable Energy Zones (REZs) across NSW to meet the NSW Government's vision set out in the Electricity Infrastructure Roadmap.

The New England REZ is a critical energy project for NSW that will provide clean and reliable electricity to consumers for generations to come. The New England REZ network infrastructure project is the backbone of the New England REZ, and includes new transmission infrastructure, energy hubs and enabling infrastructure. The project is planned to be delivered in two stages to provide a transfer capacity of 6GW, with stage 1 to deliver 2.4GW by 2032 and stage 2 to deliver an additional 3.6GW by 2034.

To lower costs for NSW electricity consumers, EnergyCo will procure a ‘Development Finance Entity’ to provide lower-risk financing for land, biodiversity, contingency and other development costs, which are typically funded by Government on major infrastructure projects.

Scope

The Development Finance Entity will be responsible for procuring and maintaining lower-risk financing for land, biodiversity, contingency and other development costs.

The Development Finance Entity will not be exposed to construction and operational risks, providing an opportunity to efficiently raise finance. This will also boost investment certainty, lower overall project costs, provide opportunities for alternate financing and lower costs for NSW electricity consumers. The successful entity (or consortium) will be appointed under a regulated concession model.

Recognising the long-term nature of the New England REZ, the Development Finance Entity Package presents a significant opportunity for an entity or a consortium to invest in a whole-of-life approach to the financing of the development and other related costs associated with New England REZ.

EnergyCo is seeking registrations from interested parties with bona fide capability and experience to deliver the Development Finance Entity Package, either as a single entity, as a fully formed consortium or through the demonstration of the ability to procure a fully formed consortium. In their registration, interested parties must provide evidence that entities have a proven track record and appropriate capability and experience financing projects of similar scale.

Additional details/instructions

To receive the Call for Registrations of Interest, an entity must complete and duly execute a Confidentiality and Disclaimer Deed Poll and Individual Deed Poll available with this BuyNSW notice, and submit by email to EnergyCo: nerez.dfe@energyco.nsw.gov.au.

Following receipt of completed and fully executed Confidentiality and Disclaimer Deed Poll(s) and Individual Deed Poll(s) from a bona fide entity, EnergyCo will provide access to the Call for Registrations of Interest to the entity via the Development Finance Entity Data Room.

To submit a registration, an interested party must return all returnable schedules available in the Call for Registrations of Interest by email to nerez.dfe@energyco.nsw.gov.au before the close date, which is 3pm AEST on Monday 11 May 2026.
