Tender Description

⁠⁠⁠The Clare & Gilbert Valleys Council, (to be known as the Council), is responsible for the effective management of its Community Wastewater Management Schemes (CWMS) within its Council area, including wastewater treatment plants (WWTPs) (to be known as the Facilities).

To ensure the ongoing operations relating to this critical community service, the Council requires the services of a suitably qualified, experienced and capable Contractor(s) to provide the management, maintenance and operational services for the Facilities, in accordance with the Specifications.

The management, maintenance and operational services include:

• Development of a management plan to ensure conformity with all licensing requirements;

• Day to day management, maintenance and operations of the piped collection network, treatment plants, treatment plant surrounds, pumping stations, the area within 2m of the pumping stations, storage lagoons and piped disposal network (refer to Attachment 5 – Asset Management Plan – CWMS for detailed information) in accordance with Attachment 4 Safety, Reliability, Maintenance & Technical Management Plan (the SRMTMP), manufacturers specifications and any other relevant plans;

• Treatment and testing of the wastewater to achieve relevant licensing conditions;

• Pumping and disposal of treated wastewater via existing disposal agreements (irrigation management plans) to golf courses, recreation parks, wineries etc.

• Monitoring and balancing the water levels in the storage lagoons;

• Desludging of assets associated with the collection, pumping, treatment and storage of wastewater

• An effective emergency management response to ensure the provision of an ongoing and efficient service;

• Supply of materials required to achieve the performance standards outlined in any licencing obligations; and

• Reporting to Council and any relevant agencies as required.

The following is an overview only of the various requirements and is not a comprehensive indication of the works required to be completed as part of the contract. Should there be any discrepancy between the information provided below and the SRMTMP, the information contained within the SRMTMP shall apply.
