Tender Description

⁠⁠⁠The Whitsunday Regional Council (the Principal) is seeking a qualified and experienced Contractor to Design and Construct the reinstatement of the road edge on Forestry Road, Brandy Creek.

A section of this road, approximate Chainage 3250 to 3330 (length 80 Meters) (Site), was severely impacted following the North and Far North Queensland Monsoon Trough of 2025. The Monsoon Trough was associated with heavy and continued rainfall events in January 2025. The Impacts were in the form of severe longitudinal cracks of circular nature and complete collapse of a section of Forestry Road.

Following the January 2025 event, the Principal obtained a damage report from a qualified geotechnical engineer which provided the extent of damage that was sustained.

A Geotechnical Investigation Report providing remedial solutions was then sought (refer to Appendix A).

The Principal would like to consider the design and construction of each of the following three remediation options presented in the Geotechnical Investigation Report to determine the best option for the Forestry Road Landslip Restoration:

Sub-Option 4.1 - Earthworks Solution with Toe Wall Backfilled with Earth fill or Rockfill - The use of toe gravity wall followed by backfilling to restore the width of the road that was lost;

Sub-Option 4.2 - Earthworks Solution with Toe Wall Backfilled with Earth fill or Rockfill - This option is like sub-option 4.1 except that the gravity wall will be replaced with mechanically stabilised (reinforced) earth; or

Option 5 - Soil Nail Reinforcement with No-Fines Concrete Backfill to Recover Road Lost Width.

Therefore, Tenderers are to provide each of the three options in their submission for consideration including pricing, program and methodology for each.

All Design and construction works must meet the requirements of Department of Transport and Main Roads (TMR) Routine Maintenance Guidelines - MRTS04 General Earthworks Specifications. Regular site audits will be carried out by the Principal’s Representative during the period of the construction works.
