Tender Description

This Tender is invited by the Issuer.

⁠⁠⁠The Department of Education (the Department) is seeking professional consulting services to undertake an independent ICT assurance review and develop a future ICT roadmap for the Child Care Integrity Division (CCID). This procurement supports a recommendation by the Australian National Audit Office (ANAO) to assess whether the electronic Investigation Management System (eIMS) ecosystem is fit for purpose and supports staff to meet legislative, regulatory, security and privacy obligations.

The engagement will review a complex ecosystem of systems, platforms and data sources that collectively support compliance, investigation and regulatory activities. These include the Child Care Intelligence System (CCIS), Civil Penalty Management System (CPMS), Child Care Subsidy (CCS) data and reporting, SharePoint environments, National Quality Agenda IT System (NQAITS) systems, Early Childhood and Youth Group Case Administration Request System (ECARS), and multiple other internal / external systems and agency data feeds.

The work will be delivered in two phases:

Phase 1 – High-Level Architecture Review and Strategic Future State (initial contract term):

  • Review and document the current-state ICT and data environment supporting regulatory operations.
  • Identify risks, constraints, and gaps against AGIS, ISM, PSPF, Privacy Act and broader legislative requirements.
  • Develop a conceptual future-state solution architecture and target operating model over a five-year horizon.
  • Produce a high-level, multi-year ICT roadmap with indicative sequencing, dependencies, cost bands and decision points.
  • Deliver executive-ready ready updates and summaries when required, including a recommendation pack.

Phase 2 – Detailed Solution Blueprint and Implementation Plan (subject to extension):

  • Validate and deepen Phase 1 findings
  • Produce fully specified future-state solution architecture artefacts and a comprehensive gap analysis.
  • Provide detailed legislative, policy and security alignment analysis.
  • Develop a costed, sequenced ICT solution roadmap and implementation plan suitable for governance, investment and assurance processes.

The supplier must demonstrate strong experience in enterprise and business architecture, ICT assurance, regulatory or investigation systems, security and privacy frameworks, and the development of costed multi-year ICT roadmaps within complex government environments.
